‘It is our belief that civil authority is instituted of God to do good, and that under the biblical imperative all people are obliged to do justice and show special care for the oppressed and the poor. It is this understanding that leaves us with no alternative but to conclude that the South African regime and its colonial domination of Namibia is illegitimate’ [my emphasis]. These two sentences from the Lusaka Statement, issued in May 1987 by a wide spectrum of participants meeting in Zambia at the invitation of the WCC’s Programme to Combat Racism, deny the right of the South African government to consent from its citizens in carrying out its public policies.
