The author draws on the insights offered by social capital theory to argue that the quasi-civilian government of Myanmar led by retired General Thein Sein should implement further reforms to boost public trust in its political institutions and to promote the emergence of civil society in the country. He also suggests that resolving the horizontal inequalities fueling inter-ethnic violence in Myanmar is necessary for the country to achieve a smooth transition from authoritarianism to democracy.
