The authors convey their views on whether there is clear Conservative or Labour approach to countering terrorism in terms of laws and policies. The development of counter-terrorism law since 2001 shows a convergence of views between Labour and the Conservatives. A reorientation of counter-terrorism law in Great Britain towards rights and away from controls requires more than party political change. The Regulation of Investigatory Powers Act 2000 regulated six types of investigatory power.
