The article investigates the dysfunctional consequences induced by the Iranian national hospital grading programme, which incorporates financial incentives for meeting nationally defined standards. Topics discussed include key informants being interviewed across four key groups with legitimate interests in healthcare performance. Also mentioned are seven identified dysfunctional consequences such as misrepresentation of data by hospitals, erosion of public trust and poor standards of audit.
