This article describes a report entitled Blueprint for the Environment presented to President Bush by environmentalists on November 30, 1988. The document calls for new agencies, new regulations, reordered funding priorities and the revival of long-neglected conservation efforts. Among the new strategies and programs recommended are: plans to address global warming and indoor air pollution; reduction in energy use; revision of off-shore drilling plans to protect sensitive areas; withholding of grant variances to oil and chemical companies for underground disposal of hazardous wastes where these substances are likely to spread; and tightening of federal regulations to meet the clean air standards.
