기업의 현금 보유액은 기업가치의 중요한 부분을 차지하고 있다. 현금은 기업의 다른 자원과 비교하여 경영자가 재량적으로 유용할 가능성이 높기 때문에, 기업의 특성과 현금의 보유목적에 따라 평가된다. 특히, 전통적 견해에 의하면 세무계획에 따른 조세회피 활동은 기업의 세금 부담을 낮춰 조세로 인한 현금지출을 줄여 주기 때문에 기업가치에 긍정적으로 작용한다. 하지만, 조세회피 활동은 복잡하고 세법의 해석상 이견이 존재할 수 있으므로 특정 회계연도의 조세회피로 인한 절세효과가 이후에 과세당국의 세무분쟁, 세무조사 등으로 연결될 수 있다. 따라서 법인세 절감으로 인한 현금유출의 감소가 기업가치에 지속적으로 긍정적인 영향을 미치지 못하는 한계점이 존재할 수 있다. 따라서 최근의 세무계획연구에서는 조세회피로 인한 절세 효과 뿐 아니라 세무계획의 지속가능성까지 동시에 고려해야 한다고 주장한다. 이에 본 연구는 세무계획에 따른 미래 예상되는 세금 부담수준의 변동성을 조세회피와 구별되는 세무위험으로 정의하고, 미래 기대되는 세무위험이 현재 기업이 보유한 현금의 한계가치에 미치는 영향을 분석하였다. 구체적으로 본 연구는 2001년부터 2017년까지 국내 상장기업을 대상으로 미래 납부세액의 변동성이 큰 기업이 보유하는 현금을 시장에서 어떻게 평가하는지 검증하고, 추가적으로 재무적 제약이 세무위험과 기업의 보유 현금의 시장가치의 관계에 미치는 영향을 분석하였다. 실증분석 결과 첫째, 세무위험이 높은 기업이 보유한 현금의 한계가치가 세무위험이 낮은 기업에 비해 높았다. 이 결과는 조세회피의 효과를 통제한 이후에도 유지되고 있었다. 둘째, 재무적 제약이 높은 기업이 세무위험에 직면한 경우 보유현금의 한계가치는 추가적으로 증가하였다. 본 연구는 투자자가 평가하는 기업의 보유현금의 가치가 기업이 처한 세무위험에 따라 달라짐을 제시하였다. 세무위험이 높은 기업이 보유한 현금일 경우 기존의 선행연구에서 제시하고 있는 현금의 한계가치의 할인이 완화된다는 증거를 제시하였다는 점에서 의의가 있다.
The objective of this study is to examine the effect of tax risk on the value of cash holdings for Korean listed firms. Prior literature document that firms have different motives for holding cash and investors value these cash reserves differently based on its future usage. Tax results in outflow of cash to the tax authority, so companies try to reduce tax amount through various tax planning. Therefore, we specifically focus on the relationship between tax planning and its impact on the valuation of the cash reserves. When firms employ a tax avoiding strategy to reduce the actual tax payment, investors may view this positively as firms have saved cash. On the contrary, tax avoidance strategy can be complex and obscure therefore it may provide incentives for managerial rent extraction. As a result, investors tend to grant lower values on companies with a higher tendency of tax avoidance. The literature suggests a mixed consensus on investors reaction toward the corporates’ tax avoidance. However, researchers recently document that tax avoidance presents limitations in representing the tax strategy consider not only the tax avoidance but also the sustainability of the tax avoidance strategy. The underlying reasoning is that, due to its complexity how tax is interpreted between corporate and tax agency may differ. Therefore, the successful tax avoidance strategy may not be sustainable as tax authority may impose penalty or corporate may challenge the tax authority’s decision and dispute. Accordingly, in this study, we define tax risk as the variability of the total tax burden resulting from a tax planning for a given time period. and consider both tax avoidance and tax sustainability in examining how tax risk influence the investors value of the cash holdings of a firm. As Hanlon, Maydew and Saavedra (2017) document, firms with greater tax uncertainty tend to retain more cash for unexpected future demands. Therefore, by holding cash for precautionary motive firms can increase flexibility when in need. Consequently, we expect higher marginal value of cash holdings for firms with high tax risk. To conduct our analysis, we gathered firm-level financials on Korean listed companies from TS-2000 and KIS-Value. Our sample holds 8,218 firm-level data from years 2001 to 2017. We used Falkender and Wang (2006) model as our base model and added tax risk variable to conduct our study. To measure tax risk, we use a five-year standard deviation of annual cash effective tax rate (ETR) for year t-4 through year t. Our results can be summarized as follows. First, we find that tax risk have a significantly positive association with cash holdings. We also show that the marginal value of cash holdings increases for firms, who have greater financial constraints, facing tax risk. We contribute to the literature as follows. First, we contribute to the growing literature on firm’s tax uncertainty. The existing strand of research focus mostly on the impact of corporate tax avoidance. However, recently researchers started to document the limitation of using tax avoidance when studying the tax risk, thus we considered both the tax avoidance and tax sustainability. Second, we document additional evidence explaining the motives of firm’s cash holdings.
