유엔은 2015년 70차 총회에서 ‘지속가능발전의 이념’을 실현하기 위한 17개 영역의 169개 세부 목표를 제시하여 지속가능발전목표를 2030년까지 달성하기로 결의하였다. 유엔이 채택한 17개 영역 중에서 세 번째 영역인 ‘건강과 웰빙: 모든 연령층을 위한 건강한 삶 보장과 복지 증진’의 영역과 관련하여 중국 정부는 2016년 10월 25일에 《‘건강중국2030’계획강요》, 2019년 6월 24일에 《건강중국행동 실시에 관한 국무원의 의견》, 2019년 7월 9일에 《건강중국행동(2019-2030년)》, 2022년 4월 27일에 《‘14·5’국민건강계획》의 4개의 공식문건을 발표하였다. 본 연구는 위 4개의 공식문건을 중심으로 중국 정부가 건강과 웰빙 영역에서 2030년까지 제시한 건강정책, 이를 구체적으로 이행하고자 하는 세부지표와 단계별 목표, 목표에 달성하고자 하는 실천방안을 분석하고, 그 시사점은 무엇인지를 제시하였다. 결론적으로, 중국 건강정책의 특징은 첫째, 정부 주도의 정책으로 위로부터 아래로 일사분란하게 조직적으로 실시되어 단기간 내에 정책의 효율성을 높일 수 있다는 점, 둘째, 중국의 전통방식 즉 중의학, 중의약, 양생법을 중시하여 정책에 반영하고 있다는 점이다. 후속 연구에서는 중국 정부 주도의 정책이 구체적으로 어떻게 실천되고 있는지에 대한 것과 중의학과 같은 전통방식이 중국인의 건강에 어떻게 영향을 주는지에 대한 것이 진행될 필요가 있다.
At the 70th General Assembly in 2015, the United Nations set out 169 detailed goals in 17 areas to realize the “Idea of Sustainable Development”, and resolved to achieve them by 2030. The third of the 17 areas adopted by the United Nations is “Health and Well-being: Ensuring Healthy Living and Promoting Well-Being for All Ages”. In this regard, the Chinese government issued four official documents: “Outline of the ‘Healthy China 2030’ Plan”, “The State Council"s Opinions on the Implementation of Healthy China Action”, “The Healthy China Action(2019-2030)” and “‘The 14th Five Year’ National Health Plan”. Based on the above four official documents, this study analyzes the health policy proposed by the Chinese government in the area of health and well-being by 2030, the detailed indicators to implement it, the phased goals, and the action plan to achieve the goal, and suggests what the implications are. In conclusion, the characteristics of China"s health policy are, first, that it is a government-led policy that can be implemented systematically from top to bottom to improve policy efficiency in a short period of time, and second, that it attaches importance to traditional Chinese medicine, Chinese medicine, and curing methods, and reflects them in the policy. Follow-up research needs to focus on how Chinese government-led policies are being implemented specifically and how traditional methods such as Chinese medicine affect the health of Chinese people.
