근간 4차산업혁명을 비롯하여, 5G 등 미래소비사회 트렌드의 기술변화에 대해 자주 언급하고 있다. 이러한 미래소비사회의 기술변화에 있어 소비자는 긍정적 기대감도 있지만, 부정적 위험인지 요인도 분명히 있다. 급격한 기술변화는 소비자 소외, 양극화 등을 동반하며, 고령화, 개인화, 소가족화 등은 개인과 가족보다는 사회 정책적 역할의 증가를 기대한다. 이에 본 연구는 미래소비사회에 대한 소비자의 긍정적 기대감과 위험인지 요인을 살펴보고, 이를 통해 소비자 측면에서 우려되는 소비자 소외, 소비자 양극화, 소비자 불안 등의 요소와 밀접한 고령 소비자와 관련지어서 소비자정책의 새로운 방향을 제시하고자 하였다. 문제 제기를 위하여 4차산업혁명에 대한 소비자 의견은 대학생 소비자로 한정하여 살펴보았는데, 소비자 스스로 4차산업혁명에 대한 주관적 지식 정도가 높은 경우에 긍정적 기대와 위험 인지 요인이 높게 나타난 점에 주목할 필요가 있다. 또한 기술적 변화와 동반하는 사회변화는 사회적 취약계층의 소비자 소외 등에 관심을 둘 필요가 있으며, 소비자 중심적인 사회에서 매우 중요한 문제가 될 것으로 보여 소비자 포용적인 견지에서 많은 시스템의 준비 및 정비, 그리고 사회적 안전 지원이 필요할 것으로 보인다. 산업의 기계화는 물질문명을 낳았고 다양한 소비자 간의 격차가 심해졌다. 인간의 노동 가치가 기계를 대체하는 반복, 수동인 것으로 하락함으로써 소비자는 사회와 노동으로부터 소외되었다. 이후 발발한 많은 세계전쟁을 통해 사회 기반의 상실감과 소외감은 더욱 증대되었다. 20세기에 들어서는 물질뿐만 아니라 지식과 정보의 축적 정도에 따라 소비자 간의 괴리가 격심해졌다. 이후 최근까지, 그리고 앞으로는 명백한 병리적 사회현상임에도 우리는 과연 소비자 소외 측면에서 고령 소비자 관련 소비자정책을 얼마나 고려하고 있는가? 무엇보다, 고령사회에서는 보다 소비자 수요중심적인 소비자정책이 필요하며, 고령사회에서 소비자의 소비가치, 소비태도, 소비자행동 등에 대한 실증적인 분석이 반영되는 소비자정책이 필요함을 제언하였다. 그리고 전반적으로 사회지원적이고 융합적인 소비자정책이 필요하며, 고령 소비자의 집단 분석과 특성파악이 필요하며, 유형별 소비자정책의 다양성이 요구되고, 궁극적으로 소비자 소외의 측면에서 소비자 포용적인 정책이 필요하다. 마지막으로 이러한 정책을 실현하기 위하여, 부단한 소비자교육 실행을 통한 소비자정책의 구현을 위하여 기본적으로 ‘소비자교육 관련 법’이 필요함을 제언하였다.
It frequently mentions technological changes in future consumer society trends, including the Fourth Industrial Revolution, and 5G. While there are positive expectations from consumers about technology changes in the future consumer society, there are certain factors that could be a negative risk. The rapid technological change is accompanied by consumer alienation and polarization, and aging, individualism and small family expect an increase in social policy roles rather than individuals and families. In response, this study sought to examine the factors of positive consumer expectations and risks for the future consumer society and to present a new direction of consumer policy in relation to older consumers who are most closely related to factors such as consumer alienation, consumer polarization and consumer anxiety. To raise the issue, it is important to note that the consumer’s opinion on the Fourth Industrial Revolution was considered to be limited to college students, and that the positive expectations and risk recognition factors were high when the consumer himself had a high subjective knowledge of the Fourth Industrial Revolution. In addition, social changes accompanying technological change need to be concerned with consumer alienation among the socially vulnerable, and are expected to be a very important issue in a consumer-oriented society, which will require the preparation and maintenance of many systems and social safety support from a consumer-friendly perspective. The mechanization of industry has spawned material civilization and the gap between various consumers has widened. The decline in human labor value to machine replacement, manual, has alienated us from society and labor. Through many subsequent world wars, the sense of social loss and alienation grew even more. In the 20th century, the gap between consumers grew with the degree of knowledge and information accumulation as well as material. Even though it is an obvious pathological social phenomenon, how much do we consider consumer policies related to older consumers in terms of consumer alienation? First of all, it was suggested that a more consumer demand-oriented consumer policy should be needed in an aged society and that a more empirical analysis of consumer values, attitudes, etc. should be reflected in an aged society. And overall, social-supported and converged consumer policies are needed, characteristics of older consumers and group analysis and character identification are needed, diversity of consumer policies is required by type, and ultimately consumer-involved policies in terms of consumer alienation. Finally, the Act on Consumer Education was basically proposed to realize this policy.
