빅데이터 활용 능력이 국가경쟁력을 높이기 위한 중요 항목으로 대두되고 있다. 소비자 빅데이터 분석을 기반으로 정부·민간에서 소비자 관련 개선된 서비스 창출이 가능하나 현재 소비자 공공 빅데이터는 행정자료로서의 의미가 크며, 데이터가 가지고 있는 실질적인 가치를 극대화하지는 못하고 있는 실정이다. 이에 본 연구는 소비자분야 공공 빅데이터의 활용 현황을 파악하고, 정책, 행정의 효율성과 성과 개선을 위해 빅데이터 활용도를 높이는 고도화 방안을 제안하는 것을 목적으로 한다. 소비자 공공 빅데이터의 유형과 공정거래위원회와 한국소비자원에서 보유 및 관리하는 데이터 현황을 조사하는 것을 통해 빅데이터 활용 실태를 파악하였고, 문헌고찰, 실무자 심층면접, 브레인스토밍, 전문가 자문을 통해 빅데이터 활용 고도화를 위한 제안점을 도출하고 그 타당성과 실효성을 검토하였다. 소비자분야 공공 빅데이터를 보다 체계적으로 축적하고 활용함으로써 소비자 관련 정책을 고도화하기 위해서는 공정거래위원회 내부에 존재하는 데이터들을 통합하고 분석 가능한 형태로 데이터베이스화하는 작업과 한국소비자원에서 관리하는 데이터를 체계화하고 품질을 개선하여 활용도를 높이는 노력이 이루어져야 한다. 두 기관의 DB를 상호 연계하기 위한 법적 근거 확립 및 표준화 가이드라인 마련도 필요하다. 또한, 공정거래위원회와 한국소비자원은 소비자 빅데이터에 관한 총체적인 이해를 기반으로, 소비자분야 데이터 생산자와 수요자 등 협력 가능한 이해관계자를 명확하게 정의하고, 소비자 빅데이터의 헤게모니를 가지고 실질적인 컨트롤타워로서의 역할을 확고히 하는 것이 중요하다. 이를 기반으로 소비자분야 맞춤형 데이터 어젠다를 구축하는 하향식 접근과 소비자 빅데이터 활용 협의체를 구축하는 상향식 접근을 병행하고, 데이터 기반 문화에 대한 리더십과 지원, 데이터 자산에 대한 가치 인정 및 기술 투자 등 데이터 활용 조직문화를 확산하는 것이 필요하다.
The ability to utilize big data is emerging as an important element to increase national competitiveness. Based on consumer big data analysis, the government and private sector can improve consumer-related services. However, currently consumer big data is only meaningful as a statistical object and is not maximizing the actual value of the data. Accordingly, the purpose of this study is to identify the current status of public big data use in the consumer sector and to propose advanced measures to increase the use of public big data to improve the efficiency and performance of policy and administration. The status of big data utilization was identified by investigating the types of consumer big data and the status of public data held and managed by the Korea Consumer Agency. Through literature review, in-depth interviews with practitioners, and expert consultation, we derived suggestions for advancing the use of big data and reviewed their feasibility and effectiveness. In order to advance consumer-related policies through the use of public big data in the consumer field, the data existing within the Fair Trade Commission must be integrated and converted into a database in an analyzable form, and the database managed by the Consumer Agency must be systematized and its quality improved to increase usability. It is also necessary to establish a legal basis and prepare standardization guidelines to interconnect the databases of various organizations. In addition, based on a comprehensive understanding of consumer big data, the Fair Trade Commission and the Korea Consumer Agency must clearly define stakeholders who can cooperate, such as data producers and consumers in the consumer field, and solidify their role as a practical control tower with the hegemony of consumer big data. Based on this, a top-down approach to establish a data agenda tailored to the consumer sector and a bottom-up approach to establish a consultative body for utilizing consumer big data must be taken in parallel. Furthermore, it is necessary to spread an organizational culture that utilizes data, including leadership and support for a data-based culture, recognition of the value of data assets, and investment in technology.
