1997년 외환위기 이후 우리나라의 금융은 양적 측면에서 크게 성장했으나, 경제 주체들 사이에 금융을 이용할 수 있는 기회와 조건의 불평등은 매우 악화되어, 질적인 발전은 이루어내지 못하고 있다. 정부는 금융 불평등을 완화하기 위하여 직접 또는 주도하여 저소득 가구나 저신용 계층에 선별적으로 정책 서민금융을 제공하고 있으나, 실제 수요를 제대로 충족하지 못하고 있으며, 높은 금리와 엄격한 기준으로 취약계층이 오히려 배제되고 있는 실정이다. 금융 기본권은 ‘금융시스템에 접근하여 차별 없이 금융을 이용하고 신용을 제공받을 권리’로 정의할 수 있다. 금융계좌개설권 또는 현행 금융 소비자보호법상의 금융 소비자의 권리를 넘어서는 근본적이며 직접적이고 적극적인 개념이다. 기본대출은 금융 기본권에 기반하여 모든 국민이 소득이나 자산, 신용 등에 상관없이 일정(기본 수준) 금액을 공정금리 또는 은행 평균 금리 수준으로 대출받을 수 있도록 정부가 보장하는 제도를 말한다. 누구에게나 저렴한 금리로 제공되는 이러한 기본대출 정책은 선별적인 서민 금융정책의 한계를 극복하고, 모든 국민이 갖고 있는 금융이라는 기본적 필요를 충족시킬 수 있으며, 여전히 미흡한 사회복지제도를 보완하는 역할을 할 것으로 기대하고 있다. 기본대출의 운용비용은 기본대출 제도를 설계할 때 가장 중요하게 고려해야 할 사항이다. 그러나 기본대출의 운용비용을 추정하는 것은 어려울 뿐만 아니라, 미래에 발생할 사건에 대한 많은 가정을 기초로 하는 것이므로 정확성이 매우 떨어지는 작업이기도 하다. 여기에서는 여러 가정을 기초로 10년 동안 발생할 운용비용을 추정하고 이를 단순하게 10등분하여 연도별 운용비용을 개략적으로 계산하였다. 기본대출은 금리를 2.8%로 하면 대출은 194~318.9조 원이 발생하고 정부가 부담해야 할 비용은 매년 776~1조 1,479억 원에 이른다. 기본대출 금리를 3.25%로 하면 대출은 103.1~155.1조 원이 발생하고 정부가 부담해야 할 비용은 매년 927억원(수익)~6,204억 원에 이른다. 기본대출의 재원은 정부, 지역 기금, 공공은행, 우체국, 사회연대계좌 등으로 조달할 수 있다. 무심사 대출인 기본대출이 시행되면, 대출이 필요하지 않은 국민도 저금리 대출을 받을 유인이 생겨서 가계부채가 증가할 수 있으며, 대출금을 주식 및 가상자산 투자 등 비생산적인 부분에 사용할 수 있고, 미상환 문제도 발생할 수 있다는 우려가 있다. 그러나 대다수 국민은 신용등급 하락 등의 이유로 부채상환의 유인이 있다. 대출 시행과 더불어 금융교육 및 상담 서비스, 취업 지원 서비스 등을 제공하면 이러한 가능성은 좀 더 줄어들 것이다. 그리고 현재 서민금융 일부에서 사용하고 있는 ‘자금 용도 계획서’ 작성 요구는 이러한 우려를 일부 불식시킬 수 있을 것이다. 또한, 기본대출과 기본저축을 결합한 기본금융계좌 제공으로 불필요한 대출수요를 줄이고, 자산 형성을 지원할 수 있다. 단기적으로 기본대출의 용도를 긴급 및 생계 비용으로 한정할 필요도 있다. 경기도는 향후 기본금융에 대한 사회적 공감대 확산, 효과 검증 등을 통한 정부정책화를 목표로 청년을 대상으로 선정하여 ‘청년 기본금융’ 정책을 추진할 계획이다. 대출금액은 청년을 대상으로 하는 지방정부의 시범 사업임을 감안하여 비교적 소액으로 시작할 필요가 있다. 경기도는 1인당 500만 원으로 계획하고 있다. 대출금리는 공정 금융을 실현한다는 관점에서는 공정금리인 2.8%가 적절하나, 이차보전 부담을 줄이려면 평균 금리인 3.2%도 가능할 것이다. 경기도는 3% 이내에서 협약 금융기관 공모 및 경기도와 금융기관 간 협의를 통해 결정하되, 기준금리 인상 등으로 인한 조달금리 상승분은 주기적으로 반영할 계획이다. 경기도는 마이너스대출 방식으로 매년 자동 갱신이 가능하게 하여 최대 10년의 대출 기간을 설정할 계획이다. 기본대출 사업은 민간 금융기관과의 계약을 통해 보증부 대출 상품으로 운영될 수 있을 것이다. 경기도는 금융기관을 대상으로 공개모집을 통해 협약 체결 후 사업을 진행할 계획이다. 기본대출이 낮은 금리로 도민에게 적용되는 과정에서 발생하는 사업 손실은 협약 금융기관에 대한 이차보전의 형태로 보전할 계획이다. 기본대출과 기본저축을 결합한 기본금융계좌 제공으로 불필요한 대출수요를 줄이고, 자산 형성을 지원할 필요가 있다. 경기도 역시 하나의 (가칭) ‘기본금융계좌’내에서 기본대출 및 기본저축을 동시 구현할 계획이다.

The universal basic loans refer to a system guaranteed by the government to allow all citizens to borrow a certain(basic level) amount at the level of fair or average bank interest rates regardless of income, assets, or credit based on basic financial rights. These basic loan policies, which are provided at low interest rates to everyone, are expected to overcome the limitations of selective low-income financial policies, meet the basic need of finance for all citizens, and complement the insufficient social welfare system. The operating cost of universal basic loans is the most important thing to consider when designing the basic loan system. However, it is not only difficult to estimate the operating cost of a basic loan, but it is also a work that is very inaccurate because it is based on many assumptions about future events. Basic loans can be financed by the government, local funds, public banks, post offices, and social solidarity accounts. If basic loans, which are unexamined loans, are implemented, there are concerns that household debt could increase due to incentives for low-interest loans for people who do not need loans, loans could be used for unproductive parts such as stock and virtual asset investments. However, most citizens have incentives to repay their debts due to falling credit ratings. This possibility will be further reduced by providing financial education and counseling services, and employment support services along with loan implementation. In addition, the demand for the preparation of a "fund use plan" could dispel some of these concerns. In addition, it is possible to reduce unnecessary loan demand and support asset formation by providing a basic financial account that combines basic loans and basic savings. In the short term, it is also necessary to limit the use of basic loans to emergency and cost of living.
