본 연구는 공정무역 유기농업을 실천하며 지속가능한 발전을 위한 제도를 생성하고 있는 인도 케랄라의 비영리단체 PDS 사례를 분석한다. 18일 동안 현지 조사를 통해 어떻게 PDS에서 산악지역 농부 및 여성들과 지속가능한 발전을 만들어왔는지를 조사했다. 이를 제도실천행동 관점에서 분석한 결과 조직화, 모방, 교육, 네트워크 네 가지 제도실천행동을 수행했다는 것이 드러났다. 조직화 실천행동은 두 가지 측면에서 이루어졌다. 첫 번째로는 자조모임, 농부기업 등 지역 주민 스스로 조직화를 하도록 지원했다. 두 번째는 지역 주민들을 지원하기 위해 PDS 내부적으로 다양한 기능을 조직화해 나갔다. 수출을 기반으로 농가 소득을 늘리기 위해서 공정무역, 유기농 등 국제 인증표준을 채택하는 모방 실천행동을 수행했다. 다각도의 주민 교육과 훈련을 통해 역량을 강화하는 교육 실천행동을 해왔다. 마지막으로 국내외 여러 기관 및 기업과 네트워크를 형성하면서 자원을 유입했다. 이 연구의 이론적 함의는 다음과 같다. 첫째, 공정무역이 생산자 조직에서 어떻게 활용되고 있는지를 탐색함으로써 지속가능발전을 위한 공정무역의 역할을 탐구한다. 둘째, 중간지원조직의 역할을 하는 단체가 어떻게 주민들과 함께 지속가능한 발전을 이뤄가는지 과정을 탐구하는 연구에 기여한다. 실무적으로는 PDS라는 조직이 지역의 발전을 이뤄 온 과정을 창립자 혹은 경영자의 리더십 역할로 단순화시키지 않고 다양한 행위자들의 의도가 담긴 노력의 과정임을 밝히고자 했다. 제도실천행동을 수행하는 일상적이고 복잡한 과정 속에서 지속가능한 발전이 이루어지고 있음을 드러내고자 했다.
This study analyzes the case of the PDS organization in Kerala, India, which practices Fair Trade organic agriculture and creates institutions for sustainable development. We conducted 18 days of fieldwork to investigate how the PDS has created sustainable development with hill farmers and women. We analyzed this from an institutional work perspective and found that the PDS engaged in four institutional works: organizing, imitation, education, and networking. Organizing had two aspects. The first was supporting local people to organize themselves, such as self-help groups and farmer enterprises. The second was to organize various functions within the PDS to support local people. In order to increase farmers’ incomes by expanding exports, they carried out imitation work to adopt international certification standards such as Fair Trade and organic. It has practiced education to strengthen the capacity of local people through various education and training programs. Finally, they have formed various domestic and international networks to bring in resources. The theoretical implications of this study are as follows. Firstly, it explores the role of Fair Trade for sustainable development by exploring how Fair Trade is being used by producer organizations in developing countries. Secondly, it contributes to research that explores the process of how the the PDS has worked as intermediary support organizations in developing countries to achieve sustainable development with local people. In practical terms, the study aims to reveal how the PDS has been able to achieve local development, rather than simplifying it to the leadership role of founders or managers, but as a process of intentional efforts by various actors. We aimed to reveal that sustainable development is achieved in the daily and complex process of performing institutional works.
