이 글은 최근 우리 사회에서 성장주의에 대한 대안적 경제담론으로 거론되고 있는 ‘인간중심’의 이론적 연원과 변천, 그리고 본질적 구성요소들이 무엇인지를 살펴보고, 그것의 실천적 시사점을 논구하고자 시도하였다. 이 글은 주로 센과 롤스의 논의에 의거하여, 새로운 발전개념에 대한 모색이 경제와 인간, 경제와 윤리의 관계에 대한 근본적 역전을 통해 기존 성장이론이 근거해 왔던 공리주의의 철학적 기반을 재구성하고자 시도하고 있음을 밝힌다. 나아가 새로운 발전 개념은 인적자본의 개념 범주를 넘어서 ‘존재로서의 인격’으로 간주되는 인간이 발전의 목적이자 동시에 가장 중요한 수단인 것으로 규정하고, 그 속에서 자유의 역할을 절대적인 것으로 설정한다고 파악한다. 그리고 그것은 무엇보다 각자의 탁월과 즐거움이 모든 이의 선을 가져오게 되는 공정하고 합의된 협력체계의 구축이라는 정치철학의 문제로 나아가고 있다고 파악한다. 그 같은 발전 개념은 세계화라는 시대 조건 속에서 대안적 발전모델의 모색과 관련하여 능동적 개인의 자기실현을 위한 적극적 목적을 중시하고, 자치와 분권에 입각한 새로운 민주주의 시스템을 제시하면서 복지국가에 내재한 한계를 뛰어넘는 시도를 담고 있다는 점에서 의미가 있다고 본다.
The objectives of this paper are to examine some theoretical origins, developments, and essential factors of the ‘humane framework’ discourses especially developed by Amartya Sen and John Rawls in the context of alternative economic discourse. Also, practical implications of the ‘humane framework’ discourse will be investigated. The new concept of humane framework discourse includes reorganizing the philosophical bases of utilitarianism which has been the main philosophical background of classical economic growth theory in economics. The new concept also embraces the development of political and social environments as well as the development of economic environment. It is materially important to recognize that human beings are the purpose of all kinds of economic, political and social developments as well as the most important means for the developments, where humane freedom makes critical contribution to the developments and takes an absolute importance. In the new concept, the importance of creating diverse opportunities for social equality and justice which would be driving forces for the developments should be emphasized. To achieve the aims, it is essential to construct a fair and agreed cooperative system under which one's excellence and happiness contribute to the other’s excellence and happiness, and each individual's self-expression is respected. The new concept of development implies a possibility of overcoming the limitations of existing the welfare system under the Utilitarianism, and hints a new democratic system based on self-rule and decentralization.
