The purpose of this study is to explore the implications of Popper’s social philosophy on the goals of social studies education. In order to accomplish these objectives, this paper reviewed the following contents. First, I examined theory of Popper’s social philosophy. In other words, I examined the critical rationalism, open society, liberal democracy, individualism, and piecemeal social engineering. Second, I examined the relationship between Popper’s philosophical thought and goals of social studies education. Third, I explored the implications Popper’s philosophical thought on setting goals of social studies education. In other words, I proposed the goals setting direction of social studies education based on Popper’s philosophical thought.
