「농정신편」의 저자는 기정(起亭)이란 호를 가진 조선말기의 한미한 직책의 문신인 안종수란 사람이다. 진사(進士)였던 그는 1881년에 신사유람단의 일원인 조병직의 수행원 자격으로 일본에 갔다. 짧은 일본 체류기간 동안, 그는 틈틈이 당시 일본의 대표적인 농학자였던 츠다센(津田仙)과의 교류를 통해 오스트리아의 농학자 호이브렌크(Daniel Hooibrenk, 荷衣白蓮)의 재배법에 대해 배웠다고 한다. 이 과정에서 그는 츠다센의 저술인 「농업삼사」(農業三事)에 많은 영향을 입고 귀국 시 「농업삼사」를 포함한 여러 새로운 농업관계 서적을 수집하여 돌아와 편찬한 책이 농정신편이다. 이러한 「농정신편」은 근대 식물학 및 농화학적인 입장에서 종래의 우리 농서와는 사뭇 다른 서양 농법을 소개하였다는 사실이 아주 특징적이며, 이전과는 확연히 다른 근대 농학적 안목을 보여준다. 그 내용을 보면, 벼꽃ㆍ보리꽃ㆍ각종의 외국의 농기구들에 관한 도해, 토양의 물리화학적 조성ㆍ비료학ㆍ작물생리학(인공수분포항)ㆍ병리ㆍ곤충ㆍ품종(벼품종의 경우 전통품종과 일본품종을 대비) 등에 관해 구체적으로 서술되었다. 또한 작물은 부위에 따라 그 재배법을 달리 기술되었는데, 그 가운데 특히 차나무는 재배ㆍ가공에 관한 기술을 넘어서 그 상업적 경영까지도 언급되었음을 알게 된다. 근대서양의 핵심적 농업기술이 거의 근대적인 교육을 받지 못한 한 하급관리에 의해 벌써 100년 전에 도입되었다는 사실은 아주 놀라운 일로 평가되며, 그런 점에서 「농정신편」은 우리 농업기술사에서도 매우 중요한 위치를 차지한다. 뿐만 아니라 이 책은 당시 지식인들에 있어서 중국일변도의 문물수입을 벗어나 동도서기론의 차원에서 일본을 통한 서양문물의 도입에 중요한 계기가 되었음이 분명해 보인다. 비록 이 책이 서양의 신 농법을 혁신적으로 도입하는 과정에서 그 전파속도를 높이기 위해 우리 토양에서의 직접 실험이나 전통농서와 비교하는 노력이 미흡했다는 비판도 있을 수 있지만, 결국 현장에서 개개인의 경험을 토대로 한 `과학적 시험`의 필요성을 제시한 저자의 비전은 당시의 농업환경을 비추어 볼 때 실로 엄청난 자극제가 되었을 것임에 틀림없을 것 같다.
The author of 「Nong-chung-sin-pyun」 was `An, jongsu(安宗洙)` as a mere subject in the government of Chosun dynasty. He went to Japan in 1881 as a secretary of `Cho, byungjik(趙秉稷)` who was a member of `Sin-sa-you-ram-dan(神士遊覽團)` for a governmental survey of Japan. During his temporary stay in Japan, he was educated from `Tzuda sen(津田仙)` who was one of typical agronomists at that time of Japan about the agricultural technologies of Daniel Hooibrenk, a Austrian. For this reason, he has been known to get much influenced by Tzuda`s 「Nong-chung-sam-sa(農業三事)」, and returned to the Chosun to collect and carry a variety of agri-books including 「Nong-up-sam-sa」. And it was the very 「Nong-chung-sin-pyun」(農政新編) that he edited not long after his return. It is very distinctive that 「Nong-chung-sin-pyun」 shows the western agricultural technologies utterly different from those of our traditional agri-books of that time in viewpoints of `modem botany` and `agro-chemistry`. That is, this book has suggested a wholly new insight of modern agronomy to those who were at that time. The contexts of this book are made of `the paintings of flowers(such various stables as rice, barley, etc.) and farming tools(machineries)`, `the analytic descriptions of physical and chemical components of soil`, `fertilizers`, `crop-physiology(including artificial pollination)`, `pathological and entomological approaches`, and `seed varieties(particularly, in case of rice varieties, comparing between natives and Japanese)`. And this book also describes different culturing methods according to each part each crop. Among them, tea plant is especially written further to the commercial management far beyond its culture and processing methods. We evaluate this book so high because it proves the introduction of modern-westernly agricultural technologies to Korea far earlier more than 100 years, even by a mere subject who never experienced a little of modem education. For such several reasons, 「Nong-chung-sin-pyun」 has an important position in the history of the Korean agricultural technology. Besides that, this book seemed certainly to pave the way for the introduction of the western culture through Japan(according to the philosophy of East-Tao-West-goods: 東道西器論). That is, it was not until the publishing of this book that those who were intelligent of that time divested themselves out of china-oriented tendency in the introduction of foreign thoughts and goods. Even though there may be some complaints about the absence `of practically experimental efforts on the Korean soil` and `of several comparisons between this book and traditional agri-books`(these would be happened possibly due to the process of a rapid introduction and acception of the western agricultural technologies), eventually, the author`s prominent opinion of a scene-scientific experiment on a individual basis has been certainly to stimulate the agricultural circumstances of those days much more than we estimate now.
