본 연구는 4개 지역(경남, 대구, 대전, 충북) 특수교육원의 역할에 대한 미래 방향을 탐색하고자 진로·직업교육 사업의 운영 계획 및 성과를 분석하는데 목적이 있다. 이를 위해 최근 3년(2020~2022년) 간 특수교육원에서 추진한 진로·직업교육 사업을 3가지 분석틀: 이론적 특징, 교수적 실제, 실제 성과를 개발하여 분석하였다. 이론적 특징에 대한 연구 결과로, 첫째, 4개 지역 특수교육원은 학생중심계획, 학생역량개발, 기관 간 협력, 프로그램 구조, 가족참여 영역에서 3년 간 유사한 사업을 운영해 왔다. 하지만, 사업의 세부적인 특징은 지역여건에 따라 특색을 달리하였다. 둘째, 지역 특수교육원에서 운영하는 프로그램은 개인생활, 사회생활, 진로·직업생활, 진학 및 평생교육 영역의 총 26개의 지도 요소를 비교적 높은 비율(65.4%에서 88.5% 범위)로 포함하는 것으로 나타났다. 셋째, 지역 특수교육원의 사업운영 여건, 예산, 협력 등의 세부 운영은 지역마다 다소 차이를 보였으나, 각 지역의 여건에 맞는 운영 체제를 갖추었으며 졸업생의 취업률 및 진학률 성과는 대체로 증가하는 경향을 나타냈다. 이러한 주요 결과를 바탕으로 진로·직업교육에 주안점을 둔 지역 특수교육원의 전문화된 역할에 대해 구체적인 운영 방안과 시사점을 논의하였다.
The purpose of this study is to analyze the operation plan and performance of career and vocational education in order to explore the future directions of the role of Regional Institutes of Special Education (RISE) in four regions: Gyeongnam, Daegu, Daejeon, and Chungbuk. To this end, the RISE’s career and vocational education projects of the last three years (2020-2022) were analyzed by developing three analytical frameworks: theoretical characteristics, instructional practices, and actual results. As a result of the theoretical characteristics, first, the four regional institutes have operated similar programs over the past three years in the areas of student-centered planning, student development, interagency collaboration, program structure, and family engagement. However, the detailed characteristics of their projects differed depending on their local context. Second, the programs of the four regional institutes have a relatively high inclusion rate (in the 65.4% to 88.5% range) with a total of 26 teaching elements in the areas of personal life, social life, career and vocational life, and postsecondary and lifelong education. Third, while there were some differences in the conditions, budget, collaboration, etc. of the career and vocational education among the regions, they had established operational systems that were tailored to their regional context; the employment and enrollment rates of graduates generally showed an increasing trend. Based on these key results, specific operational directions and implications for the specialized role of RISE focusing on career and vocational education were discussed.
