소비자의 사회적 책임이 얼마나 잘 수행되고 있느냐 하는 것은 소비자가 사회적 기대에 적절히 반응하느냐의 여부에 달려있으며, 이는 소비자 자신과 이해관계자의 평가에 의해 파악될 수 있다. 소비자의 사회적 책임이 보다 바람직한 방향으로 나아가기 위해서는 현재를 평가하고 이해관계자들의 인식을 알아보는 과정이 필요하다. 따라서 본 연구는 소비자의 사회적 책임에 대해 실질적인 행위자인 소비자와 주요 이해관계자인 기업과 정부를 대상으로 상호지향성을 분석해 봄으로써 소비자의 사회적 책임 활동 정도를 평가해보는 한편, 다각적인 입장에서 향후 소비자의 사회적 책임 활동이 나아가야 할 방향성 제시 및 활성화 시킬 수 있는 구체적인 방안들을 모색하여 조화로운 시장 환경 및 건전한 사회문화 조성에 기여하고자 하였다. 연구결과, 소비자의 사회적 책임 활동 전반에 대해 소비자와 기업, 정부의 인식 수준은 소비자, 기업, 정부의 순으로 나타났으며, 유의미한 차이를 보였다. 구체적으로 세 집단 간의 상호지향 상태를 살펴보면, 소비자는 이해관계자인 기업과 정부의 인식을 정확히 이해하고 있지 못하였으며, 상대집단이 소비자 자신을 어떻게 인식하고 있는지 정확히 파악하지 못하고 있었다. 정부 역시 소비자와 마찬가지로 이해관계집단에 대한 인식을 정확히 파악하고 있지 못하고 있었으며, 정부에 대한 소비자와 기업의 인식 또한 정확히 파악하지 못하고 있었다. 기업은 소비자에 대해서는 정확히 이해하고 있는 반면, 정부의 인식에 대해서는 오해가 있었다. 따라서 소비자의 사회적 책임 활동이 우리 사회 전반은 물론, 이해관계집단의 활동과 상호 긍정적 영향을 미치며 시너지를 발휘하기 위해서는 커뮤니케이션 강화를 통해 상호 이해의 수준을 높이고 기대를 반영하는 노력이 요구된다고 할 수 있다. 소비자의 사회적 책임 활성화를 위한 관련 제도에 대한 소비자와 기업, 정부의 인식 차이를 알아본 결과, 소비자의 사회적 책임 활동 중요도 및 소비자교육의 중요도에 대해서는 정부, 소비자, 기업의 순으로 나타나 세 집단 모두 높은 수준에서 중요하게 인식하고 있었으나, 통계적으로는 유의한 차이를 보였다. 효과적인 소비자교육 시행을 위한 각 주체들의 이상적인 역할 분담에 대해서는 세 집단 모두 정부 및 공공기관의 역할을 가장 크게 인식하고 있었으며, 소비자 스스로의 노력 또한 높은 수준에서 인식하고 있었다. 이러한 연구결과를 통해 소비자의 사회적 책임에 대한 소비자정책 및 역할수행에 대한 구체적인 가이드라인, 사회구성원 전반이 합의할 수 있는 평가척도가 필요함을 파악할 수 있다. 또한 소비자와 기업, 정부 간의 상호지향성을 제고시키기 위한 공식적인 커뮤니케이션 협력체계를 구축하여, 공개적인 운영을 통해 지속적인 상호교류 및 피드백으로 활성화 시켜나가는 노력이 요구됨을 알 수 있다.
The fulfillment of consumers’ social responsibility relies on whether consumers properly react to the social expectations. In other words, it indicates that consumers and the stakeholders valuate the degree of consumers’ socially responsible activities. Thus, in order to promote social responsibilities, it is important to evaluate contemporary consumers’ socially responsible activities and examine the stakeholders’ perceptions of them. Accordingly, this research Is aimed at finding co-orientation; the conformity between perceptions and assumptions of consumers’ social responsibility between the agent-consumers; and the stakeholders - corporations and government. Moreover, the study also attempted to evaluate socially responsible activities of contemporary consumers and to provide a foundation for improving consumers’ socially responsible activities that will reduce the gap between perceptions of consumers and stakeholders and promote positive perceptions. The major research findings are as follows: First, the degree of perceptions of consumers’ socially responsible activities in general was from high to low in the order of consumers, corporations, and government. As for co-orientation between groups, consumers did not have an accurate understanding on the perceptions of stakeholders - corporations and government; and they were also unaware of how they were perceived by the stakeholders. On the other hand, corporations exactly understood the perceptions of consumers while misunderstanding those of government. Government, similarly to consumers, neither understood perceptions of the stakeholders nor recognized how other two groups perceived it. Secondly, as a result of examining the itemized perceptions of promoting consumers’ socially responsible activities, all three groups had high recognitions of the importance of consumers’ socially responsible activities as well as consumer education in the order of government, consumer, and corporations; however, there were significant differences among each group in statistics. In addition, all three groups perceived the role of government and public institutions as the most important for effective consumer education; and the efforts of consumers themselves were also highlighted. Answering how well corporate socially responsible activities are performed in a “consumer-oriented” way and how government is working to support socially responsible activities of consumers and corporations, all groups showed low perceptions with statistically significant differences. Based on the results of this study, a few implications are suggested as follows: First, it is needed to establish consumer polices indicating consumers’ social responsibilities, specific guidelines for role performance and socially agreed evaluation standards. Also, proper regulation plans should be prepared through discussions and agreements between concerned parties and stakeholders for flexible and cooperative applications of the policies. Secondly, an official cooperative communication system needs to be established to promote co-orientation among consumers, corporations and government; and constant interactions and feedbacks are necessary for the open management. Thirdly, an organized promotion using various types of media is requested to inform the majority of unorganized consumers of the social responsibilities of consumers and to encourage their social activities. Fourthly, in order to enhance consumers’ social responsibilities, systematic discussions and implementation plans on “by who and how” consumer education will be performed are necessary. Also, the contents of consumer education should be specified according to its conducting party. Finally, consumers, corporations and government should fulfill their own roles and responsibilities through active communications; eventually, the social responsibilities are not to be carried out by independent parties but performed by our generation in the whole world.
