본 논문은 이탈리아와 포르투갈의 물 서비스 분야의 개혁에 대한 유사점과 차이점에 대한 분석을 통하여 당초 목표와 실제로 발생된 결과와의 차이점에 대한 원인을 규명함으로써 물 서비스 사업에 대한 의사결정에 도움이 되도록 하였다. 양 국가에 있어서 개혁은 보다 개선된 투명성과 사업의 효율성 증진이라는 공통된 목표를 갖고 추진되었다. 물 서비스 지역의 광역화와 통합화를 통한 규모의 경제를 추진하며, 물 관련 법규, 제도 및 관할 조직의 신설 및 개편을 통한 거버넌스의 개선 등이 공통적으로 나타나는 특징이다. 먼저 이탈리아의 개혁의 중심은 국가 주도의 물 공급 대상지역의 통합과 물 서비스 기업의 통합으로 요약될 수 있다. 그러나 이러한 급진적인 개혁안은 결국 국민의 반대에 부딪쳐 현재까지 미완의 상태로 남아있다. 이와는 대조적으로 포르투갈은 2차에 걸친 장기계획의 추진에 따라 수평적·수직적인 변화를 통하여 광역 물 서비스에 대한 국가의 역할과 소매시장에서의 당해 지자체의 역할을 구분하여 추진하였다. 그 결과 도매시장은 국가와 지자체, 소매시장에서는 지자체와 민간기업의 다양한 결합형태가 탄생하게 되었으며, 상·하수도 서비스에 대한 괄목할만한 결과를 달성하였다. 그러나 이러한 변화 역시 시설투자 및 운영비의 증가와 시장개방 등으로 인한 환경변화와 국내 경제사정의 악화라는 요인으로 인하여 지속적인 추진에 많은 어려움을 겪고 있다. 많은 국가들은 물 서비스 사업을 당해 지자체의 고유 업무라는 고정된 시각에서 벗어나 광역화, 대규모화를 통한 효율성과 효과성의 증진이라는 목표를 향한 노력을 경주하고 있다. 이와 더불어 변화와 관련된 다양한 직·간접적 요인들에 대한 심층적이고 다차원적 접근을 통한 신중한 의사결정이 더욱 요구되고 있다. 지속가능한 수자원의 확보와 지구환경 개선을 위한 연구 개발은 전 세계적으로 중요한 사안이다.
The purpose of this article is to analyse the commonness and differences in recent water sector reforms in Italy and in Portugal. Although the ongoing level of restructuring is different, they have the same goals: to make water sectors more efficient, to perform the profits of water utilities and to achieve the productivity earning to the customers through reduced prices or better environmental and service quality with regionalization and integration as well as to reform structures and system of the sectors. The reform in Italy is characterized by forming integrated water companies and regionalized water supply. Nevertheless, these rapid reform initiated by the government is still postponed, whereas in the Portugal this reform promoted with vertical and horizontal integration and separation of government and municipalities roles with finding a balance between the role and political importance of municipalities and the need for a national policy. Consequently, in Portugal, there have been a lot of improvement in water service sector. But, Portugal also has had some difficulties such as lack of investment, increasing operation cost, in addition to external factors like economic crisis. Many countries are trying to improve the efficiency and effectiveness of water service sector by changing systems and structure, but discreet considerations and decision makings are need to reduce the gap between the reform as initially intended and the way in which they were realized.
