본 연구는 ‘공공기관이 정부와 기업 간 관계에서 기업 ESG 경영을 활성화하는 데 협력·수행할 수 있는 역할은 무엇인가?’라는 연구 질문을 기반으로 설계하였다. 이를 위해 『ESG 경영 관련 소비자 인식 및 권익 제고방안 연구』 데이터를 활용하여, 기업 ESG 경영과 참여에 관한 인식이 기업 ESG 경영 정보에 관한 인식을 매개로 ESG 경영 실천기업에 대한 긍정적 인식(신뢰)과 ESG 경영 실천기업 이용 의도에 미치는 영향을 구조방정식(SEM)을 통해 분석하였다. 또한 한국소비자원의 ‘민간의 ESG 역량 강화를 위한 지원 확대’ 사례로, 기업 지원 온라인 플랫폼 운영, CCM 인증제도 활성화, 중소기업 대상 맞춤형 지원 및 네트워크 운영에 관해 함께 제시하여, 공공기관이 기업 ESG 경영 활성화에 기여할 수 있는 방안에 관한 시사점을 도출하였다. 공공기관이 기업 ESG 활성화를 위해 기여할 수 있는 방안으로, ① 소비자가 기업의 ESG 경영에 참여할 수 있도록 하는 방안 마련 및 기회 확장 필요, ② ESG 경영에 관한 정보의 신뢰성 향상을 위한 공공부문 인증제도 활용 및 강화, ③ 공공부문과 기업이 제공하는 ESG 경영 정보에 관한 정보 제공 및 관리 노력 등을 도출하였다.
This mixed-methods study investigated the involvement of public institutions in promoting corporate ESG(Environmental, Social and Governance) management in the government-business relationship through an analysis of data from Research on Measures to Enhance Consumer Awareness of and Interest in ESG Management’ regarding possible relationships between awareness and participation in corporate ESG management and positive perceptions of companies that practice ESG management. The study aimed to determine the impact of awareness of corporate ESG management information on trust in these companies and applied structural equation modelling(SEM) to examine the impact of ESG management practice companies on the intention to use them. As an illustration of the Korea Consumer Agency’s efforts to enhance private ESG capacities, an online platform has been established to provide ESG support to companies, alongside the CCM(Consumer Centered Management) certification system activation; additionally, customized support and network operations for small and medium-sized enterprises were introduced in a combined effort to revitalize corporate ESG management within public institutions. The outcomes of this approach offer insights into effective methods for contributing to corporate ESG. In order for public institutions to contribute to the revitalization of corporate ESG, it is necessary first to establish measures and expand opportunities for consumers to participate in corporate ESG management. Second, a public sector certification system should be implemented to enhance the reliability of information on ESG management. Finally, efforts must be made to provide and manage ESG management information, which is to be provided by both the public sector and companies.
