이 연구는 코로나 시기 김정은 정권이 왜 평양 건설에 집중했으며, 어떻게 성공할 수 있었는 지를 권력과 공간의 상호 관계를 통해 분석하고 있다. 코로나 이후 김정은 정권은 ‘폐쇄 정책’으로 일관했으며, 무역량은 줄고 시장은 축소면서 경제적 어려움에 직면했다. 이러한 상황에서 정권 주도 평양 대규모 아파트 건설은 성공하는데, 이는 ‘불평등 공간 전략’과 ‘부동산시장 제도화 전략’의 배경 안에서 가능했다. 김정은 정권은 ‘불평등 공간’을 당과 관료의 ‘선물’을 준비하고 주민을 포섭하는 전략으로, ‘부동산시장 제도화’를 당의 지속적 수입 수단으로 사용한다. 코로나 시기 구체적인 평양 건설 사례로 ‘송신·송화지구’ 아파트를 연구하면서, 그 공간적 특징인 수직성, 교외화, 사적공간이 어떻게 정치·권력과 관계를 맺고 있는지 분석한다. 김정은 정권은 대북제재와 코로나로 인한 정치적, 경제적 어려움을 평양 대규모 건설을 통해 극복하고 있으며, 이 체계는 유효하게 작동하고 있다. 동시에 생산된 사적 공간은 이를 통제하고자 하는 공적 정책과 관계에서 갈등을 만들어 내고 있다.
This study explores the interrelationship between political power and urban space in order to analyse why the Kim Jong-Un administration has focused on the construction of Pyongyang during the corona period and how it was able to be successful. Since the pandemic began, the government has followed a ‘closed-door policy’ and faced economic difficulties as trade volumes decreased and the market contracted. Even under these circumstances, the large-scale construction of Pyongyang has been successful, which has been possible due to the ‘unequal space strategy’ and the ‘real estate market establishment strategy’. ‘Unequal space’ is used as a strategy to prepare ‘gifts’ from the Party and officials to woo residents, and ‘real estate market establishment’ is used as a means to secure a continuous income for the Party. The ‘Songsin·Songhwa district’ was selected as a specific case study of construction in Pyongyang during the corona period, and the spatial characteristics of this apartment complex, namely verticality, suburbanization, and private space, were analyzed. The Kim Jong-Un government is overcoming the political and economic difficulties caused by sanctions and the coronavirus through large-scale construction in Pyongyang. This system is working effectively but is creating a conflict between public policy and the private sphere.
