2010년 10월 개정된 「주택법」에서 최초로 준주택 개념이 도입된 이래, 오피스텔을 비롯한 준주택은 청년과 서민 층을 대상으로 높은 정책적 효과와 빠른 공급속도를 보이며 국민 주거안정에 기여하고 있다. 「주택법」 제88조는 주택뿐만 아니라, 준주택도 주거정책 수립 및 시행을 위해 현황, 정보 등을 체계적으로 구축 · 관리하도록 하고 있으나, 준주택 관련 국가 승인통계는 부재한 실정이다. 이에 본 연구는 건축물대장을 전처리하여 오피스텔 등 준주택 재고현황을 파악하고, 건축허가 및 착공통계를 시계열적으로 병합하여 준주택 건설실적통계를 구축하였다. 구축한 통계를 통해, 전국 · 수도권 소재 오피스텔의 주거용도 활용비율을 분석하고, 서울의 경우에는 구(區)별 분석도 진행하였다. 2015년과 비교하여 2020년 오피스텔의 주거용도 활용비율이 증가하였다는 것을 확인할 수 있었다. 이처럼, 오피스텔을 비롯한 준주택의 주거공간으로써의 기능이 확대되는 가운데, 체계적인 준주택 통계 기반이 마련된다면 주거 복지 및 안정 측면에서 더욱 심도있는 분석이 가능할 것으로 기대한다. 본 연구는 준주택 통계 활용방안뿐만 아니라, 체계적 구축 및 관리를 위한 제도개선 방안도 함께 제시하였다. 준주택 관련 통계를 국가 승인통계로 지정하고, 건축물관리대장의 기타용도코드를 준주택 유형과 대응하도록 개선하는 등의 행정, 시스템적 방안을 제시하였다.
Since its amendment in October 2010, the 「Housing Act」 introduced the concept of quasi-residential housing, contributing significantly to national housing stability, especially for youth and low-income individuals, demonstrating rapid policy effects and swift supply, particularly in buildings like officetel(residential offices). Article 88 of the 「Housing Act」 mandates the systematic collection and management of information, including quasi-residential properties, for housing policy formulation and implementation. However, national approved statistics on quasi-residential properties are currently lacking. To address this, this study preprocesses the building registry to assess the inventory status of quasi-residential properties such as officetel and establishes statistical data on quasi-residential construction achievements by merging building permits and construction commencement statistics in a time-series format. Using the compiled statistics, this study analyzed the utilization ratio of residential purposes for officetel nationwide and in the metropolitan area, specifically Seoul. A comparison between 2015 and 2020 revealed an increase in the utilization ratio of residential purposes for officetel. With the expanding role of quasi-residential properties, including officetel, as residential spaces, it is anticipated that with a systematic foundation of quasi-residential statistics, a more in-depth analysis can be conducted, contributing to residential welfare and stability. This study not only explores the utilization of quasi-residential housing statistics but also provides suggestions for institutional improvements to facilitate systematic construction and management. This study provides policy suggestions such as designating quasi-residential housing statistics as national approved statistics and aligning the miscellaneous usage codes in the building management register with quasi-residential property types.
