중국 경제의 지속적인 발전과 경제 글로벌화로 인해 중국 사람들의 1인당 소비지출은 꾸준히 증가하고 있다. 생활의 질에 대한 사람들의 욕구가 점차 강해지며 더 나은 공공환경의 질에 관한 관심도 함께 증가하게 되었다. 90년대부터 중국의 출생률은 지속적으로 낮아지고 있으므로 중국 인구의 고령화 문제는 한층 더 심화되고 있다. 또한, 중국은 인구 대국으로서 상대적으로 장애인 인구 또한 매우 많다. 고령자와 장애인의 외부 활동과 생활의 질도 동시에 피할 수 없는 문제로 부각되고 있다. 그러나 중국의 공공환경 유니버설디자인 현황은 지역에 따라 차이가 매우 크다. 경제가 상대적으로 낙후한 도시는 약자들을 배려하는 디자인이 매우 부족한 것이 현실이고, 인프라 건설 수준이 높은 대도시의 경우에는 모두 무장애디자인을 기반으로 도시를 건설하였지만, 모든 사람을 배려하는 유니버설디자인 개념은 아직 부족한 상황이다. 본 연구는 유니버설디자인 관점에서 중국 공공환경의 개선을 위해 중국 공공환경 영역인 공공공간, 공공건축물, 공공시설물, 공공정보매체를 대상으로 모든 사람이 평등, 안전, 편리하게 생활할 수 있는 공공환경 유니버설디자인 가이드라인을 개발하여 제안하는 것을 목적으로 한다. 연구방법은 첫째, 중국의 인구 현황 및 특성과 현재 중국의 유니버설디자인 관련 법·제도를 조사하고, 중국 공공환경 유니버설디자인의 현황과 문제점을 분석한다. 둘째, 유니버설디자인 개념에 대한 이론적 연구를 한다. 셋째, 유니버설디자인 측면에서 장애인, 고령자, 외국인, 어린이 등 각 유형별 사람들의 특성과 상황을 조사하고 이해한다. 넷째, 공공환경의 각 영역별로 심미성, 편리성, 쾌적성, 친환경성, 안전성, 선택성 등의 관점에서 세부항목을 분석한다. 다섯째, 한국 및 중국의 현행 유니버설디자인 관련 법·제도와 가이드라인을 비교적 관점에서 조사·분석한다. 여섯째, 중국 공공환경의 현황 및 문제점, 유니버설디자인 관련 법·제도 등의 종합적인 분석을 통해 중국의 문제점을 개선하는 방안을 도출한다. 마지막으로 공공환경을 구성하는 공공공간, 공공건축물, 공공시설, 공공정보매체를 중심으로 세부항목별로 중국 공공환경에 적용 가능한 공공환경 유니버설디자인 가이드라인을 제안한다.
With the sustained development of China's economy and economic globalization, China's per capita consumption expenditure is increasing. People's demand for quality of life is gradually increasing, and their attention to better public environmental quality is also increasing. Since the 1990s, China's birth rate has continued to decline, and the problem of China's population aging has further deepened. In addition, as a country with a large population, China has a relatively large population of disabled persons. The outdoor activities and quality of life of the elderly and the disabled are also unavoidable problems. However, the status quo of universal design for public environments in China varies greatly from region to region. Cities with relatively backward economy lack the design to take care of the weak, and big cities with high infrastructure construction are based on barrier-free design, and the concept of global design that takes care of everyone is not enough. The purpose of this research is from the point of view of universal design, in order to improve the public environment in China, take the public space, public buildings, public facilities, and public information media in the field of public environment in China as the object, and develop a universal design guide for public environments where everyone can live equitably, safely, and conveniently. First, it investigate the current situation and characteristics of China's population and the current laws and systems related to universal design in China, and analyze the current situation and problems of universal design in China's public environment. Second, the theoretical research on the concept of universal design. Third, in terms of universal design, investigate and understand the characteristics and situations of various types of people, such as the disabled, the elderly, foreigners, and children. Fourth, analyze the detailed projects in various fields of the public environment from the perspectives of aesthetics, convenience, comfort, environmental protection, safety, and selectivity. Fifth, from a comparative perspective, investigate and analyze the current laws, systems and guidelines of general design in Korea and China. Sixth, through a comprehensive analysis of the current situation and problem points of China's public environment, laws and systems related to universal design, and a plan to improve China's problems. Finally, centering on the public space, public buildings, public facilities, and public information media that constitute the public environment, according to specific projects, it proposes a general design guideline for public environment suitable for China's public environment.
