The United Nations (UN) Security Council (SC) has operated 62 Peacekeeping Operations (PKO) over 64years in almost all continents in the world, among which some are established since the early 60s. Nonetheless, it has barely fought for its being throughout these decades in deep rooted problems that remain unresolved. PKO is the military option at the disposal of the SC. The peacekeeping method of the SC differs from the Leagues of Nations’ method in that it does not identify any conflicting party as aggressor nor opt for collective action aimed at crushing the “aggressor” but rather seeks to impose peace and prevent fighting through a buffer zone. The problems of peacekeeping are chronic today particularly because it focuses on the protection of civilians. Thus, far attempted solutions have focused on the political, structural and tactical levels. This thesis sets out to suggest that PKO must re-route (or resort) to humanitarian principles to achieve its aims in the contemporary world. The problems of peacekeeping emanate from the UN Security Council (UNSC) (Department of Peacekeeping Operations [DPKO]), state governments, and civil societies. This work thesis analyses PKO and humanitarian concepts, the main actors and the challenges of peacekeeping from the perspective of liberal peace theory. Humanitarian principles show that greater consideration on volunteer personnel (troops and police included) will substantially remedy the soaring financial crisis and logistic shortages. Equally, creating “Domestic Neighbourhood Watches” will fall in line with the “Responsibility to Protect” framework to solve troop shortages. It will also serve as a watchdog over default peacekeepers. Other factors also include: providing training based humanitarian principles, collaboration with community leaders, and creating a police for military personnel to act as world security service with the capability of arresting troops with misconducts. These proposals, if taken, will enable better PKO in the future.
유엔안전보장이사회는 64년에 걸쳐 62개의 평화유지군활동을 거의 전 대륙에 걸쳐 펼쳐왔다. 그러한 활동중 일부는 거의 60년대 초부터 행해졌다. 이처럼 오랜세월에 걸친 평화유지활동에도 불구하고 유엔의 PKO는 세계곳곳에서 발생하고 있는 뿌리깊은 문제해결을 거의 못하고 있는 실정이다. PKO는 안전보장이사회의 지휘에 따라 운영되는 군사적 행동이다. 안전보장이사회의 ‘평화유지’ 방침은 국제연맹의 방침과는 다르다. 즉 침략자를 진압하는 것을 목적으로 하는 집단행동이나 침략자로서 어느 분쟁집단을 확인하기보다는 오히려 완충지대를 통해 분쟁을 막고 평화를 부과하는 의무를 띠는 것이다. 평화유지활동의 문제점들은 오늘날 특히 만성적이다. 그 이유는 그것의 활동이 단지 민간인들의 보호에 초점이맞춰져있기 때문이다. 따라서 여태껏 시도된 해결책들은 정치적 구조적 그리고 전략적 수준들에만 집중되어져 왔다.이 논문은 PKO가 동시대의 세계에서 그것의 목적을 이루기위해서는 인도주의적 원칙에 맞춰 활동해야한다고 제안한다. 평화유지활동의 문제점들은 유엔안전보장이사회, 유엔평화유지활동, 각국 정부들, 시민사회에서부터 나온 것이다. 이 논문은 PKO와 인도주의의 개념, 그리고 자유평화이론의 접근법에 의해 평화유지활동의 책임과 주요 행위자들을 분석한다. 인도주의원칙은 치솟는 재정적 위기와 논리적 부족들에 대해 자발적 개인들 (즉 군대들과 경찰력등)의 역할에 대한 중요성를 제공해준다. 그와 마찬가지로 군대부족을 해결하기위해 “Domestic Neighbourhood Watches" 를 만드는 것은 "Responsibility to Protect" 과 함께 주요한 틀이라고 본다. 그것은 또한 평화유지군의 활동 불이행에 대한 감시견으로 기능할 것이다. 또 다른 요소로 인도주의원칙에 입각한 훈련의 제공, 지역지도자들의 협력, 평화유지군의 위법행위에 대해 체포할 수있는 군사인사권을 가진 경찰력 창설을 포함한다. 이러한 제안들은 미래에 좀더 나은 PKO로 향상시킬 수 있을 것
