ESG 경영은 환경(Environment), 사회(Social), 지배구조(Governance)를 중심으로 기업의 비재무적 성과를 판단하는 기준으로 제시되고 있으며, 지속가능경영을 가능하게 하는 가장 중요한 기업 경영 패러다임으로 등장하고 있다. 사기업을 중심으로 연구되어 온 ESG 경영은 신공공이론을 바탕으로 공공기관의 지속 가능 경영과 경영성과 평가에서도 새로운 기준으로 활용되기 시작하였다. 한편, 공공기관에서는 기관의 형태, 분야 및 운영 방식 등의 관점에서 기관별로 중시하는 지속 가능 경영 목표와 방향이 다르게 나타나고 있으며, 이에 따라 ESG 경영의 방향성과 구체적 경영지표가 서로 상이하게 나타나고 있다. 따라서 본 연구에서는 일반 사기업을 중심으로 활용되고 있는 ESG 경영평가 지표를 바탕으로 공공문화예술기관에 적용할 수 있는 ESG 경영평가항목을 도출하였다. 본 연구는 다음과 같이 진행하였다. 우선, 기존 민간 사기업을 대상으로 제시된 다양한 ESG 경영관 관련한 선행연구를 바탕으로 ESG 경영평가 지표를 도출하였다. 다음으로는 문화예술 분야의 특성과 공공문화예술기관의 특성을 반영하기 위해, 기존 ESG 경영평가 지표를 바탕으로 문화예술 분야 전문가의 의견을 반영하기 위해 FGD 기반의 인터뷰 조사를 실시하고 공공문화예술기관의 ESG 경영평가를 위한 지표를 도출하였다. 최종적으로는, 계층적 의사결정기법(AHP, Analytical Hierarchy Process)을 적용하여 각 ESG 지표의 우선순위를 도출하였다. 그 결과, 공공문화예술기관에서는 사회적 책임 분야의 중요도가 가장 높게(약 60%) 나타남을 확인하였고, 그다음으로는 지배구조(G)와 환경(E)의 순서로 나타났다. 특히 ‘환경(E)’의 경우 최근 환경 변화와 기후 위기 등의 영향에 따라 일반 사기업에서는 매우 높은 중요도를 나타냈지만, 문화예술 분야에서는 가장 낮은 중요도로 인식되었다. 이는 서비스 산업적 특성 혹은 공공행정의 특성이 있는 공공문화예술기관의 특성에 따라 사회공헌과 사회적 책임이 강조되어 ‘사회(S)’ 분야의 중요도가 높게 인식된다는 것이며, 또한 문화예술을 통한 환경 분야에 대한 사회적 책임을 강조하는 것을 포함하는 것을 의미한다. 따라서 공공문화예술기관에 대한 ESG 경영평가는 기존 민간 사기업 평가 체계와는 다르게 사회적 책임을 중심으로 기관의 거버넌스 개선 노력과 환경 분야의 중요성과 개선 활동을 평가하는 체계가 필요하다.
ESG management is emerging as an important corporate management paradigm that establishes sustainable management. ESG management is a system used to evaluate the non-financial performance of a company, assessing environmental, societal, and governmental factors. ESG management, which has been studied mainly in private companies, has begun to also be used as a new standard for sustainable management and management performance evaluation for public institutions based on new public theory. For public institutions, sustainability management goals and values are different from private companies. The direction and specific management indicators of ESG management appear differently when evaluating the type, field, and operation method of the institution. In this study, ESG management evaluation items that can be applied to public culture and art institutions were derived based on the ESG management evaluation indicators used mainly for general private companies. This study was conducted as follows. First, ESG management evaluation indicators were derived based on previous studies of ESG management at private companies and the conclusions drawn from them. Next, in order to reflect the characteristics of the culture and arts sector and the characteristics of arts and culture public institutions, FGD-based interviews were conducted to reflect the opinions of experts in the field based on the existing ESG management evaluation indicators. Additionally, ESG management evaluation indicators were derived for arts and culture public institutions. Finally, the level of importance for each ESG indicator was derived by applying a hierarchical decision-making technique (AHP, Analytical Hierarchy Process). As a result of this research, social responsibility showed the highest importance(about 60%) for culture and arts public institutions, followed by governance (G) and the environment (E). In particular, ‘environment (E)’, was recognized as the least important factor in the field of culture and the arts. However, ‘environment (E)’showed very high importance in private companies due to the effects of global warming and climate change. Social contribution and social responsibility showed great importance according to the characteristic analysis of cultural and artistic public institutions. Specifically, the service industry and public administration characteristics of the ‘social (S)’ field displayed great importance. Therefore, the ESG management evaluation of public culture and art institutions determined that a system unlike the existing private enterprise evaluation system should be implemented. The ESG management system for public culture and art institutions should focus on the improvement of social responsibility, while also improving the governance and environmental fields accordingly.
