In the road construction and maintenance industry, high-quality aggregates have been increasingly required due to the shortage of natural resources. The construction industry consumes natural resources continuously, which causes environmental problem such as construction waste. Accordingly, efforts are being made on using aggregates made by industrial by-products to replace natural aggregates and reduce environmental loads. Slag is a representative industrial by-product generated from steel mills and is classified into blast furnace slag and steel slag. Blast furnace slag is widely used as a cement concrete material. By contrast, steel slag is being used in relatively low value-added ways such as subbase and fill materials for the characteristics of volume expansion.Using steel slag aggregate in asphalt concrete solves the problem of natural resources supply shortage and makes it possible to utilize a higher added value of steel slag. However, density of steel slag aggregate is about 20% higher than that of a natural one. So when using it in combination with natural aggregate, it is hard to accurately mix following existing asphalt mix designs, which means an improvement on designs is required. Therefore, this study presents a new asphalt mix design method to use steel slag aggregate in asphalt concretes. Also, aggregate gradation for thin-layer pavement of less than 3 ㎝ is suggested to offset the rising cost caused by transportation distance and increased asphalt mixture density. The slag asphalt concrete mixture following the proposed method satisfied all quality standards, especially the crack resistance improved remarkably. In addition, there was no significant effects shown on pavement performance because only 1 ㎝ of deformation would occur on each 20 m pavement when assuming a changing range of temperature from -18°C to 60°C. If air voids are increased by 0.3% to 0.5%, field application will not be a problem since the deformation can be reduced. Results of performance tests showed that slag asphalt concrete has improved resistances on rutting, crack and fatigue comparing to HMA that uses natural aggregates. Furthermore, the economy analysis showed the reductions in cost and carbon emission were over 17.5% and 20% respectively in comparison with HMA. As a consequence, thin-layer slag asphalt pavement is a solvent of resources shortages which is also durable, economical and environmental.
