군 병영생활관 시설사업의 발주방식은 민간투자사업으로 시행 중인 임대형 민간투자사업(Built-Transfer-Lease;BTL)이 주를 이룬다. 군 병영생활관 사업고시 시설사업기본계획(Request for proposal;RFP)과 성과요구수준서는 민간사업 시행자의 창의와 효율이 최대한 발휘되도록 작성되어야 한다. 하지만 현재 시설사업기본계획과 성과요구수준서의 요구수준은 구체적이지 못하거나 제시 내용이 부정확한 경우가 있다. 이러한 성과요구수준서를 근거로 민간사업자가 제출한 사업계획서 기본설계도서는 주무관청의 요구수준을 만족시키지 못하거나 예기치 못한 문제를 발생시킬 수 있다. 이에 주무관청은 제공 받고자 하는 시설과 서비스의 품질 수준에 대해 성과요구수준서의 내용을 연구하고 보완하여 구체적이고 정확하게 기술해야 한다. 본 연구는 직접 수행한 4개의 군 병영생활관 민간투자사업의 사례를 통해 연구하였다. 사업시행자는 사업계획서 기본설계도서를 주무관청 및 사용부대와 여러 단계의 실무협상 과정을 거치면서 사용부대의 요구사항 중 일부를 제외하고 국방시설기준 준수여부, 평가위원 보완사항은 대부분 합의하여 실시설계도서에 반영하는 것으로 협상을 마무리한다. 하지만 사업시행자와 주무관청의 이견사항이 실무협상만으로 해결되지 않는 경우들이 있다. 사례를 통해 분석한 결과 성과요수수준서의 기준이 명확하지 않아 발생하는 설계오류, 사업부지 관련 행정업무 처리상태, 병사 1인당 시설기준 면적의 유연하지 못한 반영 사례 등이 대부분의 사업에서 발생하고 있다. 시설사업기본계획과 성과요수수준서의 내용에 위배되지 않거나, 일괄적인 시설 기준면적 반영으로 인해 실무협상에서 해결되지 않는 몇 가지 문제점들을 분석하여 성과요구수준서 적시내용 미흡에 의한 문제점, 사업부지 조성에 관한 문제점, 사용부대 지휘관의 시설내용 변경에 따른 문제점, 병영문화의 변화에 따른 문제점 등 4가지 유형으로 분류하였다. 본 연구에서 얻은 문제점에 대한 해결방안으로는 사업부지에 대한 사전분석과 기획설계의 수준을 향상하여 사업시행자의 창의적 제안의 범위를 한정한다. 사업부지의 행정조치가 완료된 후에 사업을 고시한다. 사용부대 지휘관에 따라 시설이 변경되지 않도록 필요시설의 표준안 연구와 반영에 대한 명확한 기준을 제시한다. 군 병영문화의 변화가 시공기간 중에도 반영될 수 있도록 절차와 기준을 제시한다. 향후 고시되는 시설사업은 사업의 특성, 사용자의 요구사항, 기후적 요건 등을 충분히 반영하여 성과요구수준서의 내용을 향상시키고, 시설기준을 구체화해야 한다. 시대적 요구에 부합되며 총 사업비를 고려한 합리적인 설계로 사업수행의 완성도가 높아지길 기대한다.
The procurement method for the military barracks is mainly Built-Transfer-Lease(BTL) of the private investment project. Request for proposal(RFP) and Output specification for the notification of military barracks should be prepared so that the creativity and efficiency of the private project implementer can be maximized. However, these are cases in which Request for proposal(RFP) and Output specification is not specific or the content presented is inaccurate. The technology proposal design proposed by the private enterprise based on these Output specification may not satisfy the requirements of the competent authority or may cause unexpected problems. Accordingly, the competent authority should study and supplement the contents of the Output specification for the quality level of facilities and services to be provided, and describe it in detail and accurately. This study was conducted through case studies of investment projects in addition to the four military barracks that were directly conducted. The project operator went through several stages of working-level negotiations about plan of basic design document with the competent authority and the user military unit for the project. Excluding some of the requirements of the user military unit, compliance with the national defense facility standards and evaluator supplements were agreed and concluded by reflecting in the explanatory design. However, there are cases in which disagreements between the project operator and the competent authority cannot be resolved through working-level negotiations. As a result of the analysis through case studies, design errors caused by unclear standards for output specification, administrative work processing status related to project sites, and cases of inflexible reflection of the standard area for facilities per soldier occur in most projects. By analyzing some problems that do not violate the contents of the basic facility project plan and the output specification, or are not resolved in working-level negotiations due to the collective facility standard area reflection, It was classified into 4 types: problems due to insufficient timely content of the output specification, project site creation problems related to the use unit, problems caused by changes in the contents of facilities by commanders of units using them, and problems caused by changes in the barracks culture. As a solution to the problems obtained in this study, the scope of the project operator's creative proposal is limited by improving the level of preliminary analysis and planning of the project site. The project is announced after the administrative measures of the project site are completed. We provide clear standards for the study and reflection of standard drafts for necessary facilities so that facilities do not change according to the commander of the unit in use. We present procedures and standards so that changes in military culture can be reflected during construction. For facility projects to be announced in the future, the contents of Output specification should be improved by fully reflecting the characteristics of the project, user requirements, and climatic requirements, and facility standards should be specified. The purpose of this study is to increase the degree of completion of project execution through a rational design that meets the needs of the times and considers the total project cost.
