By means of the progress of national informatization, the public data owned by administration and public organizations has emerged as an important resource for securing national competitiveness and creating a new field of business. Accordingly, it is necessary that the public organizations should secure Data Quality for the vast volumes of the consumer's data in order to take advantage of public data to be shared and opened. However, majority of public organizations have poor data quality and low level of data quality management(DQM), this is caused by an inadequate organizational interest regarding DQM, insufficient endeavor towards DQM, in contrast with the higher demands of data consumers. This study is aimed to explore the factors which affect quality of data owned by public organizations, since organizational and managemental level shows how these factors have an impact on an organization's DQM acceptances, and finally it shows how these factors have influence on DQ in particular, DQM acceptance from the point of view, what public organizations recognize the necessity of DQM, DQM for positive attitude and willingness to have the necessary factors in this study were derived. We analyze how DQM acceptance factors will have an influence on DQ. We try to suggest factors which are needed for improvement and maintenance of the proper Data Quality. The hypotheses are as follows. First, organizational influence factors will have a positive influence on DQM acceptance. Second, managemental influence factors will have a positive influence on DQM acceptance. Third, DQM acceptance will have a positive influence on DQ. Also, To test these hypotheses empirically, a questionnaire is given to administration and public organizations officers who understand the idea of data quality. The results of this questionnaire are analyzed through utilizing the AMOS 18(Analysis of Moment Structure). The analysis of 150 respondents shows that organizational and managemental factors rather have an influence on DQ when a process of DQM acceptance must be carried out in the organization than having a direct effect on DQ. The detailed results of statistical analysis are as follows. First, organizational factors like DQM encouragement and DQM support influence the quality management acceptance. Second, managemental factors which is fomulation of management and clarification of responsiblity is not have a positive influence on DQM acceptance. Lastly, DQM acceptance is have a positive influence on DQ. Considering the beginning of DQM in public organizations in Korea, this paper shows not only the fact, that enterprise-wide is more needed than managerial approach, but also derived and showed DQM (data quality management) acceptance factor that influenced on data quality level directly.
