한국사회의 새로운 시민이 된 탈북여성의 민주시민의식 연구와 시민성에 대한 실태조사는 탈북여성의 민주시민교육의 방향성 제시 및 민주시민으로서 적응을 돕는 데 기초자료로 활용 될 수 있을 것이다. 이에 탈북여성의 현재 민주시민의식 실태와 민주시민성 형성에 영향을 미치는 요인을 알아보기 위하여 설문지 조사를 실시하고 분석하였다. 민주시민의식은 인간의 존엄성, 준법정신, 합리적 의사결정, 사회참여 영역으로 대별된다. 연구의 결과를 요약해보면, 탈북여성의 민주시민의식 형성에 영향을 미치는 요인은 다음과 같다. 연령이 높을수록 시민성이 높게 나왔다. 특히 61세 이상의 연령에서 인간의 존엄성, 준법정신, 합리적 의사결정, 사회참여 등 시민성이 전반적으로 높게 나타났다. 결혼경험 여부에서 탈북여성 중 배우자나 자녀와 함께 생활하는 기혼여성과 민주시민의식 간에는 의미가 많을 거라는 예상과는 달리 기혼, 미혼, 이혼 등의 탈북여성의 혼인상태와 시민의식 간에는 유의미한 차이가 없는 것으로 나타났다. 탈북여성의 배우자 국적이 시민성에 미치는 관계성을 파악하기 위해 북한인, 남한인, 재중동포, 한중국인 등으로 선정하여 조사하였으나 유의미한 차이를 보이지 않았다. 한국에서의 월수입이 100만원이하의 탈북여성이 민주시민의식이 제일 높았고, 수입이 가장 높은 200~300만원이하의 여성이 민주시민성이 가장 낮게 나타났다. 북한최종학력에 있어서 고등중학교를 졸업한 탈북여성의 시민성이 높게 나타났고, 학력이 제일 높은 4~7년제 대학을 나온 여성의 민주시민의식이 가장 낮게 나타났다. 제3국 체류기간은 3~5년미만이 시민의식이 가장 높았으며, 체류기간이 길수록 시민성이 낮게 나타났다. 그러나 제3국 체류기간과 전체민주시민의식과는 유의미한 차이를 보이지 않았다. 한국거주기간에 따른 전체 민주시민성은 1년 미만이 가장 높았고, 7년 이상이 가장 낮았다. 한국거주기간이 길수록 합리적 의사결정, 준법정신, 사회참여 등의 의식은 부정적으로 나타났고, 인간의 존엄성은 매우 긍정적으로 나타났다. 한국 최종학력과 민주시민의식 간의 관계에서는 고등학교졸업이하의 여성은 인간의 존엄성, 준법정신, 합리적 의사결정 등 전반적인 시민의식이 높았으며, 대학원을 졸업한 최고학력의 탈북여성은 사회참여의식이 긍정적으로 나왔다. 탈북여성의 직업에 따른 민주시민의식은 무직이 제일 높게 나타났으며, 자영업이 가장 낮게 나타났다. 탈북여성의 한국사회변인 중 한국에서의 정치사회화 경험은 탈북여성의 시민성 형성에 가장 긍정적이고 강한 영향을 미치는 변인으로 나타나 향후 탈북여성의 시민성 교육의 방향성을 보여준다. 언론 매체의 종류 및 활용과 민주시민의식 간 관계에 있어서는 신문을 통해 정보 전달을 받는 탈북여성은 인간의 존엄성, 합리적 의사결정, 사회참여 등에 높은 상관관계를 보였으며, 인터넷을 활용하는 여성은 인간의 존엄성 의식이 높게 나왔다. 국내외 정치사회문제에 대한 토론에서는 한국의 정치사회문제를 주변 사람들과 자주 이야기를 나누는 탈북여성은 인간의 존엄성 의식이 높게 나왔다. 또한 외국에서 일어난 일들에 관심을 갖고 주변사람들과 이야기를 나누는 탈북여성은 사회참여의식이 높게 나왔다. 단체활동 참여경험에 있어 환경단체, 인권단체, 봉사단체에 참여하는 탈북여성이 인간의 존엄성, 합리적 의사결정, 사회참여 등에서 민주시민성이 높았다. 본 연구결과 독립변인인 인구사회학적 변인, 탈북변인, 한국사회 변인 중 한국사회 변인이 탈북여성의 민주시민의식에 미치는 영향이 가장 높게 나왔다. 탈북여성을 바람직한 민주시민으로 재사회화함은 한국사회의 안정적인 민주주의 유지와 발전에 있어서 매우 중요한 과제이다. 특히 자유민주주의를 경험하지 못한 탈북여성이 건강한 민주시민의식을 갖출 수 있도록 사회의 각 분야에서 관심을 갖고 민주시민교육을 실시하는 것은 통일 후 이질화 된 남북 간의 가치 공유를 통한 내적 화합을 준비하는 매우 중요한 일이다. 그러므로 사회의 각 분야에서 다양한 내용과 프로그램으로 탈북여성의 민주시민의식이 향상 될 수 있는 민주시민교육을 실시하기 위해 노력하여야한다.
Studies on the democratic citizenship of the North Korean female defectors who have become new citizens of South Korean society can be used as basic references not only to propose directions of how to educate the North Korean female defectors on the democratic citizenship but also to help those defectors with their adjustment as democratic citizens. In the light of that, this study conducted the questionnaire in order to understand any factors to affect the North Korean female defectors’ forming the democratic citizenship as analyzing the present status of those defectors’ democratic citizenship. The democratic citizenship can be divided into the categories of the human dignity, the law-abiding spirit, the rational decision making and the social participation. The results from the research have been summarized, and the factors to influence the North Korean female defectors’ forming the democratic citizenship are presented as follows. The older the age, the greater the citizenship. In particular, when it comes to the human dignity, the law-abiding spirit, the rational decision making and the social participation, it was observed that the group of age 61 and older has the most positive citizenship. At first, the study expected that in the relation to the marital status, major significance would be found between the married North Korean female defectors and the democratic citizenship, but the study confirmed that there would not be significant differences between the North Korean female defectors’ marital status, such as whether they are married, unmarried or divorced, and the defectors’ democratic citizenship. The study investigated North Koreans, South Koreans, Korean residents in China and Korean-Chinese to figure out the effects of the nationality of the North Korean female defectors’ spouses on the refugees’ citizenship, but it turned out that the nationality does not make any significant differences. Those North Korean female defectors with the monthly income of less than one million won in South Korea had the highest level of the democratic citizenship while those with the greatest income between two million won and three million won came up with the lowest democratic citizenship. In respect to the highest level of education in North Korea, the North Korean female defectors with the high-school diploma were observed with the positive citizenship, but those female defectors who have graduated from a four~seven-year college, the highest level of education, had the lowest democratic citizenship. Regarding the length of stay in a third country, the stay between three and five years was understood to have the greatest democratic citizenship, and the longer the stay, the lower the citizenship. However, the length of stay in a third country did not make a significant difference in connection with the general democratic citizenship. It was confirmed that, in terms of the general democratic citizenship depending on the length of stay in South Korea, the stay of less than a year had the highest democratic citizenship as the stay of more than seven years showed the lowest one. The longer the stay in South Korea, the more negative the consciousness in relation to the rational decision making, the law-abiding spirit and the social participation. But, the human dignity appeared to be very much positive. In the connection with how the highest level of education in South Korea is related to the democratic citizenship, in case of the North Korean female defectors who have graduated from high school only, they appeared to have the high level of democratic citizenship, in general, in relation to the human dignity, the law-abiding spirit, the rational decision making and others. It was learned that the North Korean female defectors with graduate school diplomas have the positive ideas about the social participation. As for the democratic citizenship depending on the occupation of the North Korean female defectors, the non-employed had the most desirable democratic citizenship as the self-employed presented the least desirable democratic citizenship. Of the South Korean society variables of the North Korean female defectors, the experience in political socialization in South Korea turned out to have the most positive, strongest influence on the North Korean female defectors’ forming citizenship, and that being the case, the study confirmed that such finding could be applied to determining how to educate the North Korean female defectors on the citizenship. When it comes to the relation of the kinds and the applications of the media sources with the democratic citizenship, the North Korean female defectors getting information through newspapers came up with the closest correlation with the human dignity, the rational decision making and the social participation, and the women using the Internet showed the great human dignity. As for the discussion over the political and social issues in South Korea and other countries, the North Korean female defectors who would frequently talk about the political and social issues in South Korea with others around presented the positive human dignity. In addition, those North Korean female defectors who would share what is happening in foreign countries with others around appeared to have the great social participation. In terms of the experience with any group activities, the North Korean female defectors engaging in the environmental organizations, the human rights organizations and the voluntary service organizations had the high level of democratic citizenship related to the human dignity, the rational decision making and the social participation. According to what has been learned so far, of all those variables related to the socio-demographic variable, the North Korea escape variable and the South Korean society variable as in the independent variables, this South Korean society variable turned out to have the
