중국은 지난 수십 년간의 경제 개혁을 거치며 도시재개발의 시대로 접어들었다. 대규모로 이루어진 재개발사업으로 말미암아 오랜 역사를 가진 수많은 도시와 시가지가 끊임없이 개발압력에 직면하게 되었다. 특히 1980년대부터 중국에서 부동산 시장의 등장과 급속한 경제 발전은 도심지의 재개발을 가속화시키는 촉매제가 되었다. 이로 말미암아 역사적인 건물과 장기간에 걸쳐 형성되어 온 이웃관계가 점차 붕괴되는 위기에 봉착하게 되었다. 이에 따라 최근 10년 사이에 역사도시의 보전에 많은 관심이 생겨나고 있다. 그러나 이러한 관심에도 불구하고 중화인민공화국 성립이 일어난1949년 이래 역사적 가치가 높게 인정받아 온 부지가 적절한 도시계획적 관리 하에 놓이지 못함에 따라 지속적으로 훼손되고 있다. 특히 도심에 남아있던 대부분의 역사문화보호지구는 점점 이민자와 무허가 불법 건축물들로 가득찬 공간이 되어버렸고, 이와 더불어 경제발전에 따라 도시에서 가장 혼잡하고 붐비는 공간으로 변모되기에 이르렀다. 즉, 중국에서 역사적 가치가 높다고 평가받은 도심공간일지라도 역사문화를 제대로 보전하기란 상당히 어려운 과제로 여겨지고 있는 것이다. 이러한 중국 대부분 도시의 역사문화거리와 마찬가지로 부동산 개발 업자들이 도시 재개발을 주도하고 있는 곤명(昆明)시 문명거리의 역사문화지구도 역사문화보전의 과정에서 복잡한 문제에 직면하고 있다. 문명거리의 역사문화지구는 곤명시의 중심지역에 위치하며 면적은 약21ha에 달한다. 곤명시에서 제일 중요한 역사문화지구에 해당하는 문명거리는 다문화적인 전통 마을의 건축 양식과 다수의 역사 유적을 보유하고 있다. 전통적인 민속문화의 특성을 고스란히 유지하면서 상업 지역의 성격을 잘 드러내고 있는 문명거리의 역사문화지구에는 26개의 문화유적과 문화재가 분포하고 있다. 역사문화적 보호가치를 띄고 있는 건축물들로는 문화유적, 문화재로 지정된 건물, 문화재로 제안된 건물, 전통 특색의 건축이 있으며, 이는 해당 지구 내 총 건축면적의 45%를 차지하고 있다. 그럼에도 불구하고 곤명시에는 도시 계획과 관리방안이 제대로 마련되어 있지 않았기 때문에 1980년대부터 대규모 전면철거방식의 파괴적 공사로 끊임없는 훼손을 겪어왔다. 물론 1996년에 들어서 이 지구는 “절대적 보호구역”으로 지정되면서 이러한 파괴적 건설은 점진적으로 진정되기에 이르렀다. 하지만 제도적 관리에도 불구하고 문명거리에 거주하는 빈곤층의 주민들은 공공의 재원으로 투입된 재개발 비용을 부담하거나 앙등된 지가와 임대료의 상승에 따른 주거비용을 지불하는 것이 어렵게 되었다. 결국 2003년 시작된 군명 문명거리보전과 재개발정비사업 과정에서 문명거리에 거주하던 대다수의 빈곤층은 더욱 기반시설이 낙후되어 있거나, 조밀한 인구밀도를 보이는 열악한 주거지역 혹은 도시외곽으로 이주해야하는 상황에 직면하게 되었다. 이는 정부가 도시개발 정책을 수립할 때 역사적 가치가 유지되어 왔던 지역에 거주하는 주민 공동체에 대한 중요성이나 주민들의 경제 상황을 고려하지 않았기 때문이다. 그래서 현재 문명거리에서는 주민공동체가 붕괴의 문제에 직면하고 있는 것이다. 이러한 점에서 도시재개발 과정에서 물리적 개선뿐만 아니라 공동체 생활의 유지를 강조하는 정책의 수립이 필요한 시점이다. 1980년대부터 시작되어 온 문명거리 역사문화 보전사업의 추진과정을 살펴보면 다음과 같다. 이 사업은 지난 30여년간 3단계를 거쳐 이루어져 왔다. 첫째는 정부 주도형의 초기 탐구기이며, 둘째는 정부 지도하고 주민들이 참여하는 시기였고, 셋째는 부동산 개발업자들이 주도하는 시기였다. 제2단계의 사업이 시행된 2년 후 예산 부족의 문제로 정부 주도형 메커니즘은 중단되기에 이르렀다. 그래서 2003년에 곤명시 정부는 이 프로젝트에 투자할 곤명시 지강치업유한공사(之江置業有限公社)을 대표사업자로 지정하여 문명거리 보전과 재개발정비사업이란 프로잭트를 추진하기에 이르렀다. 곤명시 지강치업유한공사는 이 프로젝트를 다시 3단계로 나누어 2007년부터 공사를 시작했다. 그러나 8년간의 건설에도 불구하고 이 프로젝트는 제1단계만이 완성되었으며, 현재 제2단계가 진행 중에 있다. 2014년 본 연구를 위해 수행한 현장 조사의 결과에 따르면 이 프로젝트는 2014년 8월까지 총 건축면적의 1/3만이 완공되었다. 민간 사업자에 해당하는 이해관계자들은 경제적 이익을 도모하는 과정에서 도시의 역사문화에 대한 보전을 지속적으로 저해하고 있는 것이다. 따라서 본 연구를 진행하면서 파악하게 된 핵심적 과제는 다양한 이해관계자들이 도시의 역사문화를 적극적으로 그리고 협력적으로 보호할 수 있도록 하는 방안을 모색하는 것이었다. 이를 위해서 역사문화 보전을 위해 관련된 공간 및 시설물을 요소로 놓고 이해당사자들의 입장을 고려하여 이에 대한 우선순위와 재개발정비사업에서 각 요인이 어떻게 재정비되었는지에 대한 성과를 분석하고 평가하는 것이었다. 이러한 분석과 평가를 위해 다기준 의사결정방법(Fuzzy multiple criteria decision making, FMCDM)을 활용하였다. 다기준 의사결정방법은 다기준으로 대안에 평가 및 선택 등 정책 결정과정에서 광범위적으로 응용될 뿐만 아니라 특정한 사물의 기준이나 속성에 대한 평가에도 이용할 수 있다. 본 연구는 이해관계자들 간에 나타나는 다양한 이해관계를 분석하여 도시 역사문화보전 프로젝트에서 가장 시급한 문제를 결정하기 위해 이해관계자들의 시각으로 각 기준의 중요도를 결정하고, 이에 상응하는 보전 프로젝트의 효과를 평가했다.연구의 진행은 다음과 같다. 첫째, 본 연구에서는 관련 자료와 정부 문서를 검토하고 현장 조사를 실시했다. 이 과정에서 문명거리의 정비사업의 현황을 조사했다. 현장 조사는 사전 조사와 이해관계자들의 인터뷰로 이루어져 있다. 둘째, 곤명시에서 수행되고 있는 정비사업을 평가했다. 문헌연구를 통해 도시 역사 문화 보전과 관련된 공사 기준을 수집하고, 이를 바탕으로6개의 측면과 15개의 요인이 포함된 계층구조를 구성했다. 셋째, 퍼지계층화 의사결정법 (Analytic Hierarchy Process, AHP)을 이용하여 이해관계자를 평가하고, 각 기준에 근거하여 중요도의 우선순위를 분석했다. 이해관계자는 정부그룹, 부동산 개발업자그룹, 주민그룹 그리고 전문가그룹의 네 그룹으로 구성되었다. 문명거리보전 정비사업에서 가장 문제가 되는 요인을 평가하기 위해 수정된 단순가중합방법 (Simple Additive Weighting, SAW)을 이용하였으며, 이 과정에 네 그룹에 속한 이해관계자들을 익명으로 포함시켜 각 요인의 성과를 평가했다. 나아가 비퍼지화를 위해서 면적가중평균법 (Center of Area, CoA)을 이용하여 최적 비퍼지화 성과치 (Best Non-fuzzy Performance Value, BNP)를 계산했다. 분석결과를 살펴보면 각 이해관계자들은 도시 문화거리의 역사문화보전에 대해 문명거리의 커다란 의견 차이를 보이고 있었다. 그 중에서도 세 가지의 요인이 가장 심각한 문제를 있는 것으로 파악되었다. 즉, 전통문화의 보호, 관리정책 및 제도, 그리고 공동체 생활의 보호이다. 또한, 시민참여에 근거한 정보투명화의 요인은 통계적으로 가장 심각한 요인은 아닐지라도 주민그룹에게 있어서는 커다란 비중을 차지하는 요인으로 간주되었다. 문명거리의 보전과 재개빌정비사업에서 나타나는 문제를 해결하기 위해서 본 연구는 관련 자료를 검토하고 이해관계자들과의 인터뷰를 통해 네 가지의 심각한 요인들에 대한 구체적인 문제를 확인하고 개선방향을 논의했다. 이러한 논의롤 통해 확인할 수 있는 결론은 다음과 같다. 첫째, 각 이해관계자들 사이에 존재하는 의견차이가 불신감을 증폭시키고 문명거리 정비사업의 진척을 저해하였기에 민간조직 또는 전문가 조직과 같은 조정자 역할의 도입이 필요하다. 둘째, 도시 역사문화지구의 보전과 관련된 관리정책 및 제도에 대해서도 중국에서 제도화되어 있는 도시 보호계획 작성체계에 부합할 만큼 개선시킬 필요성이 있다. 셋째, 불충분한 시민 참여와 정보 불투명의 요소는 중국에서 일반적인 문제이기 때문에 지속적이고도 장기적인 혁신과정을 필요한다. 넷째, 지방정부와 부동산 개발업자는 전통문화를 보호하는데 있어서 단순히 건축물이나 도시시설물의 물리적 개선뿐만 아니라 다중에게 활기찬 전통문화를 활성화시킬 수 있는 컨텐츠를 발굴하는 것이 필요하다. 마지막으로 개발사업을 원활히 추진하기 위해서는 거주민의 공동체생활을 보호하기 위한 경제적 지원을 유지하는 것이 필수불가결한 것이며, 사회적 통합을 유도하는 것이라는 점이다.본 연구에서는 도시 역사문화 보전에 관한 사업을 평가하는데는 이해당사자들의 주관적 견해를 객관적 데이터로 나타내는 방법을 찾아내는 것이었다. 이를 위해 활용된FMCDM으로써 주관적 가치를 객관적 데이터로 변형시켜 평가하는 분석기법으로 상당히 유용하였다. 하지만 이 기법으로 도시 역사문화지구에 관한 성과를 평가하거나 응용한 사례가 미미하여 앞으로 역사문화보전을 비롯한 여타의 개발사업에서 이해당사자의 가치를 평가하는데 광범위하게 적용하기 위해서는 지속적인 후속 연구가 더 필요할 것이라고고 판단된다.
After the economic reform of the past few decades, China entered an era of urban renewal. Large scale urban redevelopment has generated great pressure for conservation in many old established towns and cities. With the emergence of the real estate market in 1980s, the surging economy led to a re-shaping of its inner city, often leading to the demolition of many historic buildings and neighborhoods which were established over a long period in recent decades. Thus, historic conservation has attracted vast attention. However, even though urban historic conservation is currently the utmost interest in Chinese cities, historic conservation areas are areas which were occupied gradually by migrant labors and where illegal buildings were constructed after 1949. Thus, these areas have become the most congested areas in the city because of the lack of planning control and management. Because of this, urban historic conservation in China is facing complex problems.Like most historic urban district in China, Wenming Historic Block in Kunming city is facing complex problems in the process of urban historic conservation. Wenming Historic Block is located in the core area of the historic area in Kunming city, and covers an area of 21 hectares. As the the most important historical area of Kunming City, the block has the pluralistic architectural appearance of traditional settlements and a number of significant heritage sites. Its main street is representative of folk culture. Moreover, it has 26 cultural relics and listed buildings. The building area of culture relics, historic listed buildings, suggested historic buildings and traditional featured buildings accounts for 45% of total building area within the Protection scope. The lack of planning control and management led to large-scale destructive construction since the 1980s. After this block was designated as Historic District for absolutely preservation in 1996, this destructive construction has been under restraint. Nevertheless the poor community in Wenming Historic Block found it difficult to allocate a part of their meager economic resources to the maintenance of buildings or other public spaces and utilities, which are considered to be luxurious. This pushed the community further into the poor condition of backward infrastructure, dense population and adverse dwelling conditions. From 2003, the protective reconstruction project of Wenming Historic Block was started, as per the agreement between the real estate developer and local government, inhabitants in the historic block had to move out meaning that most of the inhabitants moved away from these poor condition. However, the policy took little consideration about the significance of neighborhoods in the historic conservation area, and the fact that the community has been confronted with the collapse of neighborhood relationship in the Wenming Historic Block. Therefore, it is important to highlight that decisions taken on the redevelopment should consider not only planning of the physical enhancement, but parallel to this, maintaining the community life.The conservation project of Wenming Historic Block began in the 1980s, it went through three stages: 1. initial exploring stage; 2. government-dominance & citizen participation stage; 3. real estate developer-dominance satge. After 2 years of the 2nd stage, the government-dominace mechanism had to come to an end due to a budget shortage. So, the Kunming municipal government invited Kunming Zhijiang Real Estate Co., Ltd. to invest the project in 2003. Kunming Zhijiang Real Estate Co., Ltd. named this project ‘Protective Reconstruction Project of Wernming Historic Block’, dividing it into three phases and started the renovation in 2007, but in the last 8 years, only the 1st phase construction was achieved and the 2nd phase is still in progress. The result of fieldwork showed that the project have merely accomplished less than 1/3 of the whole building area and up to August 2014, residents in this block were still facing the pressure of poor living conditions.Among the crucial problems, the varied concerns among stakeholders always hindered the progress of urban historic conservation. To figure out the most problematic issues in the process of urban historic conservation among stakeholders, it is worthwhile to assess the priority of correlated urban historic conservation factors and evaluate the performance of each factor in the protective reconstruction project among stakeholders.Fuzzy multiple criteria decision making (FMCDM) has been widely used to deal with decision-making problems by evaluating/selecting alternatives using multiple criteria. It is not merely used with a finite set of alternatives, but also evaluating the criteria/attributes of a certain subject is a function of FMCDM. In this study, to assess the different concerns of stakeholders and find out the most urgent problems to solve, the research employed FMCDM to determine the importance weights of criteria and evaluate the performance of the correlated criteria in the conservation project of Wenming Historic Block with four different stakeholder groups.First, the research reviewed related papers and government documents, and conducted fieldwork. This process made it possible to confirm the status quo of the protective reconstruction project in Wenming Historic Block. The fieldwork was divided into an on–the-spot survey and a stakeholders’ interview. Thereafter, the research assessed the project. By summarizing the influential criteria correlated with urban historic conservation related protective project through literature review, a hierarchy structure with 6 aspects and 15 factors which subordinate to the 6 aspects was built by consulting experts. Here, the aspects and factors can be used as assessment standard or assessment object.And then FMCDM was used to reveal the priority criteria evaluated by stakeholders using a fuzzy analytic hierarchy process (FAHP). The stakeholders were divided into four groups, that is, government group, developer group, resident group and expert group. To figure out the most problematic factors in the process of urban historic conservation, an MCDM analytical tool of modified fuzzy simple additive weighting (FSAW) was used to rank the performance of each criterion in this protective construction project of Wenming Historic Block. For transforming the fuzzy number into a non-fuzzy number, the research employed the center of area (CoA) method to compute the best non-fuzzy performance value (BNP) to synthesize the group decision.The result revealed that stakeholders in Wenming Historic Block have serious divergences in their view on urban historic conservation, and the most problematic factors were ‘traditional culture protection’, ‘management policy and regulation’, and ‘community protection’. In the case of ‘public engagement and information openness’, the resident group regarded it as the most problematic factor, even though it was not on average. In order to figure a way to slove these problems in this protective reconstruction project, a series of interviews and literature research was conducted to confirm the specific problems of these factors and discuss directions for improvement.To mitigate the serious divergence of opinion among stakeholders in their opinions about urban historic conservation, which generates distrust among them, thus hinders the progress of the urban historic conservation project in Wenming Historic Block, an intermediate mechanism such as a civil group or an expert group is needed. The inadequateness of management policy and regulation of urban historic conservation reveals the need to optimize not only the planning formation system, but also accompanying policy and management systems for urban historic conservation. With regard to inadequate public engagement and information opacity, it is not merely exposed in this one project, but is also a general issue in China. So a social process is needed to generate a mature mechanism for public engagement and information openness. The local government and real estate developer in this project made a good attempt to protect traditional culture with visual display. However, a sophisticated method is needed to unfold a more vibrant traditional culture before the public. One important thing the developers need to know is that protecting community networks is by no means to the disadvantage of economic benefits. This study proves that FMCDM is an effective method to evaluate performance of urban historic conservation projects. Given that there is rarely attempt to apply FMCDM to the performance evaluation of urban historic conservation in urban conservation area, more research need to be done to improve the application of this method in the urban historic conservation field.
