In the 75th year since the adoption of the Universal Declaration of Human Rights in 2023, awareness of human rights has increased. However, instances of human rights violations persist in our society, often unnoticed. Structural and cultural violence resulting from conflicts in politics, religion, race, ideology, gender, and between generations remain unresolved challenges. To create a society where human rights are well protected, there is a need for heightened consciousness of human rights among community members. This research aims to explore the direction of education that could contribute to this goal. Human rights, being fundamental and universal, require education for individuals to become advocates and practitioners. Effectively conveying human rights education to students necessitates consideration of their developmental stages and socio-cultural context. A key avenue for students to directly experience and practice the concept of human rights in the school setting is through school regulations. These regulations can be seen as the laws governing school life, with the Ministry of Education, Science, and Technology, the Seoul Metropolitan Office of Education, and Gyeonggi Province Office of Education emphasizing their role in fostering independent learners and democratic citizens. To address this, I examined domestic and international research on human rights sensitivity and school regulations. And I have formulated the following two research questions.: the development of elementary school human rights education program utilizing school regulations, and the effectiveness of such a program in cultivating human rights sensitivity in elementary school students. This study employed an experimental design with 27 fifth-grade students, utilizing a single-group pre-test and post-test design. The curriculum, utilizing school regulations, served as the independent variable, with human rights sensitivity as the dependent variable. The experimental group underwent a 10-session human rights education program, and the effects were assessed through t-tests and effect measurements. Quantitative analysis results indicate that human rights education utilizing school regulations has a significant impact on cultivating students' human rights sensitivity. The overall human rights sensitivity score exhibited a statistically significant increase of 19.5926 in the post-average compared to the pre-average. Furthermore, when examining the sub-factors of human rights sensitivity, namely, perception of situations, perception of outcomes, and perception of responsibility, each of these elements showed a meaningful improvement. Qualitative analysis revealed the following outcomes. Firstly, there was a comprehensive improvement in the perception of situations, outcomes, and responsibilities, rather than individual enhancements. Secondly, knowledge on various human rights topics was enhanced, and interest in the subject increased. Thirdly, through the utilization of school regulations in human rights classes, a profound appreciation for human rights was achieved. Through this study, it was confirmed that integrating school regulations with human rights education positively affected the cultivation of human rights sensitivity. To further enhance effective human rights education that promotes sustained development of human rights sensitivity and nurtures qualities of a global citizen practicing human rights values, future research should focus on the development of follow-up studies considering the developmental stages of children and socio-cultural context for each grade level. Additionally, there is a need for the concretization and diversification of case studies for learning topics, modification and supplementation of assessment tools to validate the program's effectiveness.
세계인권선언이 채택된 지 75년째인 2023년, 인권존중에 관한 의식이 높아졌지만 여전히 우리 사회에서는 알게 모르게 인권침해의 상황이 빈번하게 발생하고 있고 정치, 종교, 인종, 이념, 성별, 세대 간 갈등으로 인한 구조적 폭력과 문화적 폭력은 여전히 해결되어야 할 숙제로 남겨져 있다. 인권이 잘 보장되어지는 사회를 만들기 위해서는 사회 구성원들의 인권감수성과 같은 인권 관련 의식이 높아져야 하는데 교육현장에서는 어떤 방향의 교육을 제시할 수 있을까에 대한 고민이 이 연구의 시작점이었다. 인권은 가장 보편적이고 기본적인 것이며 당연하게 지켜져야 하는 것이지만 그것을 지켜내고 실천하는 사람이 되기 위해서는 교육이 필요하기 때문이다. 인권교육이 학생들에게 의미 있게 전달되기 위해서는 아동의 발달 단계와 그들의 사회·문화적 맥락을 감안하여야 한다. 학생들이 학교에서 인권의 개념을 가장 직접적으로 느끼고 실천할 수 있는 내용 중 하나는 학교생활규정일 것이다. 사회에 법이 필요한 궁극적인 이유는 서로의 인권을 지키고 존중하기 위해서이다. 학생들의 작은 사회인 학교라는 공동체에서의 법은 학교생활규정이라고 볼 수 있다. 학교생활규정도 나의 인권을 지키고 학교 구성원의 인권을 존중한다는 것에서 그 의미와 필요성을 찾을 수 있다. 교육과학기술부 및 서울시교육청과 경기도교육청에서는 학교생활규정 총칙의 목적을 ‘이 규정은 본교 학생생활지도와 학생·학부모·교직원이 준수해야 할 제반 사항들을 규정함으로써 학생들로 하여금 자주적 학습능력과 민주시민으로서의 생활 및 준법습관을 습득하게 하여 21세기 세계화·정보화 사회의 주역으로서 학교와 지역사회 그리고 국가의 발전 및 법치주의 사회 실현에 기여함을 목적으로 한다.’와 같이 제시하고 있다. 따라서 학교생활규정을 활용하여 인권교육을 한다면 학생들의 발달 단계와 사회·문화적 상황을 감안하여 그 효과가 클 것이라고 생각하여 프로그램을 개발하게 되었다. 이를 위하여 인권감수성 및 학교생활규정과 관련된 국내외 연구를 살펴보았으며, 이를 토대로 다음의 두 가지 연구문제를 설정하였다. 첫 번째는 학교생활규정을 활용한 초등학생 인권교육 프로그램을 어떻게 개발할 것인가, 두 번째는 학교생활규정을 활용한 초등학생 인권교육 프로그램은 초등학생의 인권감수성 함양에 효과가 있는가이다. 본 연구는 5학년 1학급 27명을 대상으로 하는 실행 연구 및 단일 집단 사전-사후 검사 연구이다. 학교생활규정을 활용한 수업을 독립변인, 인권감수성을 종속변인으로 정하고 실험집단으로 선정된 단일집단 1학급에 10차시의 학교생활규정을 활용한 인권교육프로그램을 적용하여 효과를 살펴보았다. 실험집단에 사전검사-실험-사후검사의 순으로 실시한 후 t검증 및 실험처치의 효과 측정을 통해 인구감수성 변화 정도와 실험의 효과를 살펴보았다. 정량적 분석 결과에서는 학교생활규정을 활용한 인권교육은 학생들의 인권감수성 함양에 유의미한 영향을 미치는 것으로 판단된다. 인권감수성 전체 점수는 사전 평균에 비해 사후 평균이 19.5926 증가하여 통계적으로 유의미한 차이가 나타났다. 또한 인권감수성의 하위 요소인 상황지각능력, 결과지각능력, 책임지각능력으로 결과를 나누어 살펴보았을 때도 각각의 요소들이 유의미하게 향상되었음을 확인할 수 있었다. 정성적 분석 결과에서는 다음과 같은 결과를 얻을 수 있었다. 첫째, 상황·결과·책임지각 능력이 개별적이 아닌 종합적으로 향상되었다는 것을 발견할 수 있었다. 둘째, 다양한 인권 주제에 대한 지식이 증진되었고 관심이 증대되었다. 셋째, 학교생활규정 활용 인권수업을 통해 인권에 대한 깊은 체감을 할 수 있었다. 본 연구를 통해 학교생활규정과 인권을 접목시킨 인권교육이 인권감수성의 함양에 긍정적인 효과를 주었다는 것을 확인할 수 있었다. 인권감수성의 함양과 인권의 가치를 실천하는 세계시민으로서의 자질을 함양시키는데 효과적인 인권교육이 이루지기 위하여 학년군별로 아동의 발달단계와 사회·문화적 맥락을 감안한 후속연구의 개발, 학습주제에 대한 사례의 구체화와 다양화, 검사도구의 수정 및 보완을 통해 더욱 심도 있는 연구가 이루어져야 할 것이다.
