본 연구의 목적은 국회의원실에서의 기록관리 현황을 진단하고, 이에 기반한 개선 방안을 제시하는 것이다. 이를 위해 주로 국회의원 보좌직원들을 대상으로 심층면담을 실시하여, 국회의원실 기록관리의 현실적 상황과 보좌직원들의 인식 및 요구사항을 분석하였다. 연구 방법으로는 질적 연구 접근법을 채택하여, 구조화되지 않은 자료와 보좌직원들의 직접적인 의견을 통해 기록관리의 실제 상황과 인식의 깊이를 이해하고자 하였다.연구 결과, 현재 국회의원실에서는 체계적인 기록관리 원칙과 구조가 부재하며, 이로 인해 중요한 기록들이 손실되고 있다는 심각한 문제가 확인되었다. 보좌직원들은 기록관리의 필요성에 대해 인지하고 있지만 여전히 인식의 변화와 실천이 필요하며, 체계적인 교육, 지원, 그리고 실행 가능한 기록관리 시스템의 부재로 인해 실제 기록관리 업무의 수행에 어려움을 겪고 있는 상황이었다. 이러한 문제는 국회의원실의 투명성과 책임성 확보에도 큰 장애로 작용하고 있음이 드러났다.이에 본 연구에서는 국회의원실 기록관리 개선을 위한 세 가지 주요 제안을 도출하였다. 첫째, 보좌직원을 대상으로 한 기록관리 교육 프로그램을 강화하여 기록이 공공자산임을 인식시키고, 기록관리의 중요성을 내재화할 수 있도록 할 필요가 있다. 둘째, 통합적 기록관리 시스템을 구축하여 의원실에서의 기록관리를 체계화하고, 실질적인 관리가 이루어질 수 있도록 지원해야 한다. 셋째, 국회의원 기록관리에 관한 법률을 제정하고, 국회기록보존소의 역할 및 위상을 강화하여 기록관리의 제도적 기반이 확립되도록 해야 한다.본 연구는 국회의원실 기록관리의 현재 상황을 면밀하게 분석하고, 보좌직원의 인식과 행동 변화를 유도하여 궁극적으로 국회의 투명성과 책임성을 제고하는 방안을 제시하였다. 이는 국회의원실의 기록관리가 보다 체계적이고 효과적으로 이루어질 수 있는 기반을 마련하는데 참고가 될 것으로 기대된다. 향후에는 이 연구를 바탕으로 국회의원실의 기록관리에 대한 보다 구체적이고 실질적인 개선 방안을 모색하고, 이를 실제 정책과 제도에 반영하는 데 필요한 단계적 과제를 도출해 나가는 작업이 지속될 필요가 있다.
The purpose of this research is to diagnose the current state of records management in the offices of National Assembly members and propose improvement measures based on this analysis. For this purpose, in-depth interviews were primarily undertaken with advisors to National Assembly members, which analyzed the advisors’ their perceptions and demands regarding the aforementioned issue, as well as the present condition of record-keeping practices in their offices. This study adopted a qualitative research approach in order to comprehend the actual situation and depth of perception surrounding records management through unstructured data and advisors’ direct opinions.This study revealed that the offices of National Assembly members lack systematic principles and rules for records management, which is causing significant records to be lost. Although the advisors were aware of the necessity of records management, there was still a need for change in their perception and actual implementation. The advisors were also faced with difficulties in managing records due to a lack of systematic training, support, and a workable system of records management. It has been discovered that these problems seriously impede the accountability and transparency of National Assembly members’ offices.In response, this research outlines three key suggestions for enhancing records management in the offices of National Assembly members. First, it is imperative to reinforce records management training programs targeted at advisors to improve their perception of office records as public assets, and to help advisors internalize the importance of records management. Second, there is a need to build an integrated records management system in order to systematize records management in the National Assembly members’ offices, and provide support to enable effective administration. Third, it is crucial to enact legislation pertaining to record-keeping for National Assembly members and strengthen the role and authority of the National Assembly Archives to establish an institutional framework for records management.This study offers a detailed analysis of the current condition of record-keeping practices in National Assembly members’ offices and recommends ways to induce changes in advisors’ perception and behavior to ultimately enhance the transparency and accountability of the National Assembly. It is anticipated to contribute to establishing a more systematic and efficient basis for records management in the offices. Building on this research, further future work is required to investigate more specific and practical improvement measures for records management in National Assembly members’ offices and to derive step-by-step tasks necessary to incorporate these measures into actual policies and systems.
