북미 서안 지역은 아시아와의 교역에서 운송거점으로 중요한 역할을 해 오고 있으나, 최근 10년 간 미국 수출입 물동량이 미동부 항만을 이용하는 추세가 관찰되고 있다. 이에 따라 북미 지역 내륙 운송로의 화물 집중도도 변화하고 있을 것으로 추정되며 특히 미국의 새로운 산업 중심지로 떠오르고 있는 미 남부지역의 철도 운송로 간의 경쟁과 화물의 집중도를 분석하였다. 동 연구에서는 미국 지역 수출입 컨테이너 물동량 데이터(PIERS)를 기반으로 연구 대상인 미 남부 지역의 주요 내륙 거점을 Dallas/Ft. Worth, Memphis, Atlanta/Fairburn로 선정하였으며, 대상 3개 내륙 거점을 대상으로 2017년~2022년 기간 동안 수출입 화물이 경유하는 각 항만의 물동량을 산출한 후 지니계수 및 로렌츠 곡선, 허쉬만-허핀달 지수(HHI), CR4를 활용하여 집중도를 측정하였다. 분석 결과, Dallas/Ft. Worth와 Memphis는 운송경로의 집중화 정도에 큰 변화가 없었으나, Atlanta/Fairburn의 경우 운송경로의 집중화가 심화된 것으로 나타났다. Atlanta/Fairburn향/발 수출입 화물의 해상-철도 복합운송 경로로는 Savannah 항을 경유하는 경로가 가장 우세하며, 그 다음으로 Charleston 항 및 LA/Long Beach 항을 경유하는 경로가 뒤따른다. Atlanta/Fairburn향/발 화물은 기존에도 Savannah를 경유하는 경로를 가장 많이 이용하고 있었는데, 파나마 운하 확장 이후 미동안 대형 선박 투입에 따라 늘어난 선복의 수혜를 그대로 받고 있는 것으로 보인다. Savannah 항은 물동량 증가에 대비한 선제적인 투자를 계속해 오고 있는데, 이는 항만의 선석, 장비에 대한 것만이 아니라 복합운송 화물을 처리 가능한 철송 시설도 포함하고 있다. 또한 Savannah 항만에서 직접 판매하는 철도운송 서비스를 추가하였으며 타 항만과의 제휴와 협력 또한 추진하고 있다. 현재 나타나는 Savannah 항 물동량의 증가는 항만의 전략과 투자활동이 해운시장의 변화와 맞물려 긍정적이고 가시적인 결과를 낸 것으로, 단순한 물동량의 증가를 넘어 항만의 발전과 성장이 이루어졌다고 말할 수 있으며 적시에 항만과 배후시설을 확충하고 그에 따른 효과를 누리고 있는 이러한 사례는 다른 항만의 투자계획과 물량 유치 전략을 수립하는 데에도 좋은 참고가 될 것이다. 본 연구에서는 또한 미국 해상-철도 복합운송의 최근 변화를 해상 물동량의 경유 항만 전환, 항만 간의 경쟁과 전략적 협력, 항만/터미널의 On dock 철도화물 처리 시설의 확대, 운송경로의 다변화로 정리하였다. 본 연구는 국내 문헌에서 많지 않은 미국지역 복합운송의 연구로서 기존의 집중화 연구에서 거의 이루어지지 않은 경로 간의 집중화 연구를 다루었다는 점에서 의의를 가진다.
The West Coast of North America has played an important role as the transportation base in trade with Asia, but over the past 10 years, a trend has been observed for the U.S. import and export volume to use ports in the East Coast of the U.S. Accordingly, it is presumed that the concentration of cargo on inland transportation routes in North America is also changing, and in particular, the competition and concentration of cargo among rail transportation routes in the southern region of the U.S, which is emerging as a new industrial center, were analyzed. In this study, based on the U.S. regional export/import container volume data (PIERS), Dallas/Ft. Worth, Memphis, and Atlanta/Fairburn were selected as major inland bases in the southern U.S. region and the container volumes between each inland base - pass through port were calculated from 2017 to 2022. Then the concentration was calculated by Gini coefficient, Lorenz curve, Hirschmann-Herfindahl index (HHI) and CR4.The analysis shows that Dallas/Ft. Worth and Memphis showed no significant change in the degree of concentration of transportation routes, but in the case of Atlanta/Fairburn, concentration of transportation routes appeared to have intensified. As for the combined sea-rail transport route to/from Atlanta/Fairburn, the route via Savannah Port is the most dominant, followed by routes via the Port of Charleston and the Port of LA/Long Beach.Cargo to/from Atlanta/Fairburn had previously used the route via Savannah mostly, and it appears to be benefiting from the increased capacity following the deployment of larger ships to the US East Coast after the expansion of the Panama Canal. The Port of Savannah has continued to make proactive investments in preparation for cargo volume increase, which includes not only port berths and equipment, but also rail facilities capable of handling intermodal cargo. In addition, the port has added rail services sold directly at Savannah Port, and also has been pursuing partnerships and cooperation with other ports. The current increase in cargo volume at Savannah Port seems to be a positive and visible result of the port's strategy and investment activities in conjunction with changes in the shipping market, and it can be said that the port's development and growth have made beyond a simple increase in cargo volume. This example of expanding ports and hinterland facilities and enjoying the resulting effects can serve as a good reference for establishing investment plans and volume attraction strategies for other ports.This study also summarized recent changes in U.S. maritime-rail intermodal transportation as shifts in maritime cargo volume from coast to coast, competition and strategic cooperation between ports, expansion of on-dock rail facilities at ports/terminals, and diversification of transportation routes. This study is significant in that it is a study of intermodal transportation in the United States, which is not found in many domestic literatures, and covers the topic of centralization between routes, which has rarely been done in existing centralization research.
