전세금반환보증 채무불이행에 미치는 요인에 대한 연구 인천광역시를 중심으로 본 연구는 전세금반환보증의 채무불이행에 미치는 요인을 실증분석한 연구로서, 주택도시보증공사의 전세보증금반환보증 상품의 데이터을 이용하여 이항 로짓 모형으로 분석하였다.전세금반환보증 채무불이행에 미치는 요인은 보증주체, 주택특성, 시장특성으로 구분하였다. 보증주체 특성은 임차인 특성인 임차인 나이와 전세금 대출여부이고, 임대인 특성은 다주택자여부, 임대인 나이, 법인여부이다. 주택특성은 전세금액, 부채비율, 아파트 여부이고, 시장특성은 주택전세가격 변화율, 지가변화율이다. 분석의 결과 임차인 나이, 임대인나이, 임대인이 개인일 경우의 임차인 전 세금대출은 음(-)의 영향을 미치고, 다주택자는 양(+)의 영향을 미쳤다. 법인 여부는 유의하지 않았다. 주택특성은 ln전세금액, 부채비율은 양(+)의 영향을 미쳤으며, 아파트는 음(-)의 영향을 미쳤다. 주택전세가격변화율은 유의하지 않았으며, 지가변화율은 양(+)의 영향을 미쳤다. 자기자본가설이론을 검증할 수 있는 변수로 부채비율, 주택전세가격 변화율, 지가변화율로 설정하여 분석한 결과, 부채비율이 클수록 채무불이행이 증가하여 자기자본가설이론을 지지하였다. 그러나 분석기간동안 지가가 상승하는 상태에서 지가변화율이 클수록 채무불이행도 증가하여 자기자본가설은 지지하지 않았다. 전세금의 반환 시 지가의 상승으로 주택의 가격이 상승한 경우 임대인은 신규 전세를 구하여 전세금을 반환하려고 하나, 시장상황에 따라 신규임차인 교체가 지체되는 경우 임차인은 주택도시보증공사의 보증이행으로 전세금을 반환받고 임대인은 공실인 상태에서 신규임차인과 전세계약을 체결하는 것으로 보인다. 주택전세가격변화율은 유의하지 않았다. 임대인별 보증건수를 1건, 2건, 3건이상으로 구분하여 분석한 결과 전체와 개인데이터 모두 ln전세금액, 부채비율, 지가변화율은 양(+)의 영향을 미쳤으며, 아파트여부는 음(-)의 영향을 미쳤다. 모형별 분석 결과, 영향이 다르게 분석 된 변수는 임차인 전세금대출 여부, 임차인 법인 여부, 주택전세가격변화율, 임차인 나이, 임대인 나이 변수이다. 전세금반환보증 채무불이행에 가장 크게 영향을 미치는 변수는 보증건수 1건인 경우에는 임대인 법인 여부이며, 보증건수가 2건이상인 경우에는 전세금액으로 나타났다. 전세금반환 보증 가입시 임대인에 따른 세분화된 가입조건의 도입 및 관리가 필요함을 시사한다. 임대인별 보증건수가 3건이상인 경우 10건이하로 제한하여 분석하였다. 분석결과 채무불이행에 미치는 가장 큰 요인은 전세금액으로 나타났다. 전세금반환보증의 채무불이행을 줄이기 위해서는 다주택자의 보증건수 및 보증한도를 제한할 필요성이 있다고 하겠다. 본 연구가 전세금반환보증의 지속적인 운영으로 임차인을 적극적으로 보호 하여 서민의 주거안정에 기여하고, 전세금반환보증을 취급하는 보증기관의 손실을 낮추어 재무건전성의 제고에 기여하기를 바란다.
This study is an empirical analysis of the factors affecting the default of Jeonse deposit return guarantee, and it was analyzed using a binary logit model using data from the Korea Housing & Urban Guarantee Corporation's Jeonse deposit return guarantee product.The factors affecting the default of the Jeonse deposit return guarantee were categorized into guarantor, housing characteristics, and market characteristics. Guarantor characteristics are tenant characteristics, tenant age and lease loan, and landlord characteristics are multi-house owner, landlord age, and corporate status. Housing characteristics are jeonse amount, debt ratio, and whether it is an apartment or not, and market characteristics are jeonse price change rate and land price change rate.As a result of the analysis, when the tenant's age and the landlord were individuals, the tenant's jeonse loan had a negative (-) effect, the multi-house owners had a positive (+) effect, the landlord's age had a negative (-) effect, and the corporate status was not significant. Housingcharacteristics had a positive (+) effect on the ln jeonse amount and the debt ratio, and apartments had a negative (-) effect. The rate of change in housing lease prices was not significant, and the rate of change in land prices had a positive (+) effect.We analyzed debt ratio, rental price change rate, and land price change rate as variables to test the equity hypothesis, and found that the larger the debt ratio, the more defaults occurred, supporting the equity theory.However, as the land price increased during the analysis period, the larger the land price change rate, the more defaults occurred, which did not support the equity hypothesis.If the value of the house has increased due to the increase in land prices, the landlord tries to return the rent by finding a new sublease, but if the replacement of the new tenant is delayed due to market conditions,the tenant receives the rent through the guarantee of the Housing andUrban Guarantee Corporation, and the landlord seems to sign a lease contract with the new tenant while the house is vacant. The rate of change in Jeonse prices was not significant.When analyzing the number of guarantees per landlord by dividing the number of guarantees into 1, 2, and 3 or more, we found that lnrental amount, debt ratio, and land price change rate had a positive effect, while apartment status had a negative effect.If the number of guarantees is one, the landlord is a corporation, and if the number of guarantees is two or more, the amount of lease is the most influential variable. This suggests that it is necessary to introduce and manage segmented subscription conditions according to the number of guarantees for each lessor when subscribing to a charter return guarantee.If the number of guarantees per landlord was 3 or more, it was analyzed by limiting it to 10 or less. The analysis found that the biggest factor in default was the amount of jeonse, and it is necessary to limit the number of guarantees for multi-house owner to reduce the default of thejeonse return guarantee.It is hoped that this study will actively protect tenants through the continuous operation of the Jeonse Return Guarantee to contribute to the stability of housing for the common people and to improve financial soundness by lowering the loss of the guarantee agency handling JeonseReturn Guarantee.
