Natural and human disasters are constantly occurring around the world. Recently, earthquakes with a magnitude of 5.0 or more have occurred one after another in Korea, and various types of disasters such as large wildfires, torrential rains, ship accidents, foot-and-mouth disease, and avian influenza (AI) are causing great damage to the Korean people. Since the Basic Act on Disaster and Safety Management was enacted in 2004, the Disaster Psychological Support Center was first opened in 2008 with support from the Ministry of Public Administration and Security (then the Fire and Disaster Prevention Agency, later changed to the Ministry of Public Safety and Security) and metropolitan cities and provinces. It was renamed the Support Center and is operated in 17 regions across the country. As the Disaster Psychological Recovery Support Center under the Ministry of Public Administration and Security and the National Trauma Center and Mental Health Welfare Center under the Ministry of Health and Welfare are in charge of the disaster psychological support service (or disaster mental health service), a smooth division of work and establishment of a cooperative system between the two organizations is required. there is. The purpose of this study is to analyze the overseas disaster psychological support system in order to prepare a psychological support system that enables smooth communication between all ministries while the Ministry of Public Administration and Security plays the role of a control tower for smooth disaster psychological support. The psychological support systems of the United States, Japan, the United Kingdom, and Germany were investigated, and cases of psychological support for disasters in Korea were investigated. It emphasized the need for cooperation with other ministries for a disaster psychological support system centered on the Ministry of Public Administration and Security, and explored the possibility of a cooperative system.
전 세계적으로 자연재난 및 인적재난이 꾸준히 발생하고 있다. 최근에는 국내에서 규모 5.0이 넘는 지진이 연이어 발생했고, 대형 산불, 집중호우, 선박사고, 구제역 및 조류 인플루엔자(AI) 등 다양한 유형의 재난이 우리 국민에게 커다란 피해를 주고 있다. 2004년에 재난 및 안전관리 기본법이 제정된 이래, 행정안전부(당시 소방방재청, 그 이후 국민안전처로 변경)와 광역시·도의 지원을 받아서 2008년도부터 재난심리지원센터가 처음 개설되었고, 현재 재난심리회복지원센터로 개칭되어 전국 17개 지역에서 운영되고 있다. 행정안전부 산하의 재난심리회복지원센터와 보건복지부 산하의 국가트라우마센터 및 정신건강복지센터가 재난심리지원서비스(또는 재난정신건강서비스)를 맡게 되면서 두 기관 간의 원활한 업무분담과 협업체계 구축이 요구되고 있다. 본 연구는 원활한 재난심리지원을 위해 행정안전부가 컨트롤타워 역할을 수행하면서 범부처 간 원활한 소통을 할 수 있는 심리지원체계를 마련하고자 해외의 재난심리지원체계를 분석하는 데 있다. 미국, 일본, 영국, 독일의 심리지원체계를 알아보고, 우리나라의 재난 심리지원사례를 알아보았다. 행안부를 중심으로 한 재난심리지원체계를 위해서는 타 부처와의 협력이 필요함을 역설함을 물론, 협업체계 가능성을 모색하였다.
