목적: 유엔유럽경제위원회(UNECE) LCA 보고서에 제시된 석탄발전, 천연가스발전, 풍력발전, 태양열발전, 수력발전 및 원자력발전의 온실가스 배출량에 대해 토의하고, 한국의 국가 전과정목록(Life cycle inventory: LCI) 전기생산 DB에서 온실가스배출량을 산정하여 국제 평균치와 비교·토의하였다. 본 연구의 궁극적 목적은 국가 LCI DB 업데이트 및 국제화 필요성에 대해 논하고자 하였다. 방법: UNECE LCA 연구의 석탄발전, 천연가스발전, 풍력발전, 육상풍력, 태양열발전, 수력발전 온실가스 배출 자료를 분석하였고 환경영향평가 범주 중 기후변화, 즉 온실가스 배출량에 대해 토의하였다. 한국 국가 LCI 발전형태 별 DB에서 1 kWh 기능단위 온실가스배출량을 각 각 집계하고 지구온난화 환산지수로 산정하였다. 결과 및 토의: 국가 LCI DB에서 산정한 천연가스발전(452 g CO2-eq./kWh), 원자력발전(6.3 g CO2-eq./kWh), 태양열발전(53 g CO2-eq./kWh)의 온실가스 배출량은 UNECE LCA와 유사한 결과를 보였다. 그러나 한국의 석탄발전 배출량은 UNECE 평균값 및 최곳값 범위를 상회한다. 한국의 무연탄발전(hard coal)은 1,351 g CO2-eq./kWh, 유연탄발전(Bituminous)은 1,160 g CO2-eq./kWh로서 UNECE 최곳값인 중국의 1,095 g CO2 eq./kWh보다 높은 것으로 나타났다. 한편, 한국 무연탄발전과 유연탄발전 LCI DB 세부 사항을 분석한 결과, 상대적으로 저질탄으로 알려진 Brown coal을 더욱 많이 사용한 유연탄 화력발전의 CO2 발생량이 무연탄발전보다 오히려 더 적은 것으로 나타난다. 한국 화력발전은 연소과정 이외 타 공정 CO2 발생이 많아 전체 배출량을 높일 수 있으므로 이에 대한 점검이 필요하다. 결론: 온실가스발생량 산정에 있어 거의 과반을 차지하는 것으로 알려진 전기생산 및 전기사용량에 대한 정확한 산정이 시급하다. 석탄화력 발전에 의한 전기생산 의존도가 높은 한국은 전기 LCI DB를 하루빨리 업데이트하여 국가 경쟁력을 높이고 탄소중립 2050을 실현하는 데 있어 기초자료로 삼아야 한다.
Objectives : Greenhouse gas (GHG) emissions of coal, natural gas, wind, solar, hydropower and nuclear electricity generation presented in the United Nations Economic Commission for Europe (UNECE) LCA report were discussed. Korean GHG emissions were calculated from the electricity DB of the Korean national life cycle inventory (LCI) and compared with the international average for discussion. The ultimate purpose of this study was to discuss the necessity of updating and internationalizing the national LCI DB. Method : GHG emission of coal power generation, natural gas power generation, wind power generation, onshore wind power generation, solar power generation, and hydropower generation in the UNECE LCA study were analyzed, and climate change, that is, greenhouse gas emissions, among the environmental impact assessment categories was discussed. The GHG emissions per 1 kWh functional unit were calculated from the electricity DB of the Korean national LCI by applying the global warming potential to GHG. Results and Discussion : The GHG emissions from natural gas power generation (452 g CO2-eq./kWh), nuclear power generation (6.3 g CO2-eq./kWh), and solar power generation (53 g CO2-eq./kWh) calculated in the national LCI DB were within the range of results presented in the UNECE LCA report. However, GHG emissions of Korean coal power generation were above the UNECE average and highest ranges. GHG emission of Korean hard coal power generation was 1,351 g CO2-eq./kWh and that of bituminous power generation was 1,160 g CO2-eq./kWh, that are higher than the highest UNECE value, China's 1,095 g CO2 eq./kWh. Analysis of the Korean electricity LCI DB for coal power plants showed that bituminous coal-fired power plants that use more brown coal, which is known to be relatively low-quality coal, produce less CO2 than anthracite coal power plants. In Korean coal-fired power plants, it is necessary to check whether carbon dioxide generated from processes other than the combustion process is significant. Conclusions : Electricity is a process that accounts for the largest part in calculating national greenhouse gas emissions, so accurate data is necessary. Korea, which is highly dependent on coal-fired power generation for electricity production, should update its electricity LCI DB as soon as possible to increase national competitiveness and use it as a basis for realizing carbon neutrality 2050.
