2022년 1월, 카자흐스탄에서 발생한 소요 사태 이후 카자흐스탄은 소련 독립 이후 30여 년 만에 다시금 민주주의로의 전환을 도모하고 있다. 토카예프 대통령은 소요 사태 이후 국정연설을 통해 카자흐스탄의 발전과 민주화를 위한 개혁안을 발표하고 헌법개정과 법률제정 등을 통해 민주주의로의 전환을 적극적으로 추진하고 있다. 본 연구는 카자흐스탄의 민주주의에 관한 연구로, 토카예프 정부의 민주주의 이행과 공고화를 분석하고 평가하는 것을 목적으로 한다. 이를 위해 본 연구는 최소주의적 민주주의에 입각하여 헌팅턴의 민주주의 이행양식과 발렌주엘라의 민주주의 공고화 개념을 차용하여 분석한다. 본 연구는 카자흐스탄의 민주주의에 관한 초기 연구로 기존 연구의 공백을 보완하고 있다는 점에서 의의가 있다. 또한, 최소주의적 관점을 분석틀로 사용함으로써 세계 민주주의 연구의 카자흐스탄 사례로서 그 의미를 지닌다.
After the unrest that occurred in Kazakhstan in January 2022, Kazakhstan is seeking a transition to democracy again after 30 years of independence from the Soviet Union. After the unrest, President Tokayev announced reform plans for the development and democratization of Kazakhstan through his State of the nation address, and is actively promoting the transition to democracy through constitutional amendment and legislation. As a study on democracy in Kazakhstan, this paper aims to analyze and evaluate the implementation and consolidation of democracy in the Tokayev government. To this end, this study borrows and analyzes Huntington's type of democratic transition and Valenzuela's concept of consolidating democracy based on minimal democracy. This study is meaningful in that it is an early study on democracy in Kazakhstan and supplements the vacuum of existing studies. In addition, by using a minimalism democracy perspective as a frame of analysis, it is meaningful as a case of Kazakhstan in world democracy study.
