현대 사회는 환경문제 심각성에 대한 인식을 넘어 실생활과 연계된 환경문제 해결 및 대응을 위한 실질적인 참여와 환경 행동의 실천이 강조된다. 이 연구에서는 청소년들의 환경정책 제안 활동을 중심으로 기획 주체(대학연구소, 지자체, 기업 담당자 및 교사와 대학생)와 청소년 참여자(초․중․고등학생)의 경험을 통해 환경 행동 및 정책 제안 활동 측면에서의 의미를 파악하고자 하였다. 이를 위해 활동을 기획한 주체들과 청소년 참여자들을 대상으로 인터뷰를 진행하였으며, 언어 네트워크 분석과 thematic analysis 기법을 사용하여 그 내용을 분석하였다. 그 결과는 크게 네 가지로 종합할 수 있다. 첫째, 이전의 환경 행동의 결과에 대한 긍정적인 경험이 청소년의 새로운 환경 행동 참여에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 환경정책 제안 활동은 환경교육과 관련하여 학교 현장 교사의 인식변화에 영향을 미치는 것으로 나타났다. 셋째, 환경정책 제안 활동을 기획하고 운영하기 위해서는 다양한 이해관계자들이 긴밀하게 협력할 필요가 있다. 넷째, 청소년 참여자들이 직접적이고 주도적인 형태로 기획과 운영 전반의 의사결정 과정에 참여할 수 있도록 하는 전략이 필요하다. 이러한 연구 결과는 청소년들을 대상으로 한 환경정책 제안 활동을 기획하고 운영할 때 중요하게 고려되어야 할 내용을 구체적으로 보여주고 있다. 추후 청소년 참여를 위한 환경교육 활동의 개선을 위해 청소년의 지역사회 활동 참여를 지원하고, 학교 환경교육과 연계하며, 관련 기관들의 협력관계를 구축하는 등과 관련된 후속 연구의 필요성을 시사하고 있다.
Modern society emphasizes practical participation and action in addressing and responding to environmental issues beyond awareness of the seriousness of environmental challenges. This study aims to understand the meaning of environmental action and policy proposal activities through the experiences of organizers (i.e., university research institutes’ researchers, local government officials, representatives from companies, and teachers along with college students) and youth participants (i.e., upper elementary school students, and middle and high school students). The focus is particularly on youth environmental policy proposal activities. Interviews were conducted with the activity organizers and the youth participants, and language network analysis and thematic analysis techniques were used for analysis. The findings can be summarized into four main points. First, it was observed that positive experiences regarding the outcomes of previous environmental actions positively influenced youth engagement in new environmental actions. Second, it became evident that environmental policy proposal activities influenced changes in teachers’ perceptions of school settings for environmental education. Third, it was revealed that close collaboration between various stakeholders is necessary to organize and operate environmental policy proposal activities. Fourth, strategies are needed to enable youth participants to directly and actively participate in the decision-making process of planning and operating activities throughout. These findings demonstrate specific implications that should be taken into account when organizing and operating environmental policy proposal activities for students. It suggests the necessity for subsequent research related to improving environmental education activities for youth by supporting their participation in community activities, integrating school environmental education, and establishing collaborative relationships among relevant organizations.
