The purpose of this study is to investigate the direct effects of transformational leadership, transactional leadership and pubic service motivation on organizational citizenship behavior in Korean public organization. Organizational citizenship behavior is generally defined as voluntary actions in order to effectively achieve the innovative goals of Korean public organization by sacrificing oneself, and in pursuit of the public interest. The higher perception of organizational citizenship behavior results in positively changing the values and attitudes on cross communication and cooperation among the public organization officials and departments, and eventually it provides much better qualified administrative services for citizens. Therefore, it is required to investigate senior’s leadership that amplify junior’s organizational citizenship behavior in public organization. In addition, public service motivation is recently reported in active researches. In order to broaden the study of public service motivation domestically, it is needed to study the causal relationship among public service motivation, transformational leadership, transactional leadership and organizational citizenship behavior. As a result, first, through this study, the effects of senior’s transformational leadership and transactional leadership on junior’s organizational citizenship behavior in public organization was not statistically significant. Second, it was founded that public service motivation had statistically significant effects on organizational citizenship behavior. Therefore, it is essential to have more eminent senior's leadership in order for the juniors to have higher perception of public service motivation in Korean public organizations.
본 연구의 목적은 리더십과 공공봉사동기가 조직시민행동에 미치는 영향을 실증적으로 분석하는 것이다. 정부3.0 등 협력과 협업 그리고 개방과 공유를 강조하는 정부의 정책방향에 부합하기 위해서는 구성원의 자발적인 참여가 전제되어야 한다. 선행연구를 통하여, 구성원의 자발적 참여에 영향을 미치는 요인을 고찰하고, 인과관계를 실증적으로 검증할 필요성이 있다. 이를 위하여, 본 연구는 중앙 및 지방 행정직 공무원을 대상으로 층화표본추출방식으로 선정된 865명을 대상으로 연구를 수행하였다. 그 결과 변혁적 리더십과 거래적 리더십이 조직시민행동에 통계적으로 유의미한 영향을 미치지 않는다는 결과를 도출하였다. 한편, 공무원의 공공봉사동기의 수준이 높을수록 조직시민행동에 긍정적인 영향을 미치는 것으로 나타났다. 이는 조직시민행동에 내재적 동기요인이 리더십과 같은 외적 요인에 비해 의미 있는 영향을 미침을 의미한다.
