The international community responded to the issue of climate change by issuing the Carbon Neutral Decla-ration at the 2017 summit in Paris. This declaration calls for the reduction of greenhouse gas emissions by participating countries to a net-zero level by 2050, and in October 2020, Japan also declared its commitment to this goal. Although there are high expectations for biomass research as a technology for de-global warm-ing, it is difficult to build a sustainable business based solely on its CO2 reduction effect and economic efficiency. In this report, we present a case study of a group of research projects aiming at biomass utiliza-tion focusing on rice cultivation, which is the core of old Japanese agriculture, from this perspective, and report on consensus building among project members by utilizing P2M.
