This study conducted in-depth interviews from September to October 2021 with (preliminary) entrepreneurs who received business plan consultation through a business start-up support initiative. In this way, we will try to identify the impact of business plan consulting on startup activities in detail and clarify the importance and value of the business plan in business start-up education. In addition, the purpose of the study is to propose a business plan education development strategy and to play the preliminary role of facilitating active discussion in this area. Comprehensive results of this study revealed that business plan education had a significant impact on strengthening the founder's empowerment and corporate development, and among them, it had a positive effect on the design and sophistication of business models. Therefore, two topics, found to be valid, have been suggested in this study. “Research Question 1: Does business plan writing education have a positive effect on business development?” and “Research Question 2: Does Business plan writing education have a positive effect on strengthening the competence of entrepreneurs?” In addition, as “strengthening the competence of the entrepreneur” and “business development” were the main concepts representing business start-up activities in this study, it can be stated that business plan education had a significant influence on business start-up activities. Reorganizing and expanding the budget connected to consultation time appears to be essential in response to “Research Question 3: What is the principal means by which to improve the education of the business plan to increase the satisfaction of the participants?”. Consequentially, this study is significant in exploring the satisfaction and dissatisfaction factors from the perspective of the (preliminary) entrepreneurs, strives to obtain a better perspective of the current business plan education, and thoroughly explores the business plan consulting from the participant’s point of view. Thus, this paper is expected to open the discussion on business plan-related preliminary research.
