This study was conducted to develop a scale to measure the quality of the first attempted medical tourism festival. In order to achieve the research objectives, first, the composition concept was clarified based on literature research and previous studies. Second, a pool of scale items was constructed through FGI. Third, a preliminary questionnaire was prepared, a preliminary survey was conducted, and exploratory factor analysis was conducted. Fourth, this survey was conducted through the final questionnaire to verify the reliability, validity, and predictive validity of the medical tourism festival service quality scale. The medical tourism festival service quality measures developed in this way were found to be “responsive,” “sympathy,” “local industriality,” “typical,” and “theme”. This was different from SERVQUAL, which was used as an existing festival service quality measure. This is because the medical tourism festival held for the purpose of revitalizing medical tourism, a local industry, reflected whether the theme of medical tourism was reflected in the program or whether the festival contributed to the revitalization of local industries. This study is expected to contribute to the development of service quality measures for regional festivals that are developing in various forms in the future.
