(Purpose) The purpose of this paper is to build the rationale and to suggest the policy alternatives of the program design of pre-entrance immigrant education system, especially focused on the on-line blended model utilizing Metaverse education platforms. This paper concerns about the strategies to enhance the efficiency and effectiveness of pre-entrance immigrant education system because the performance of existing Korea Immigration & Integration Program(KIIP) is not sufficient enough. (Research methods) Based on literature review on the social integration model of immigrant and social exchange theory, this paper builds the rationale of the on-line blended model for the pre-entrance immigrant education system. Furthermore, based on the empirical research on the technical and educational evaluation of the Metaverse education platforms, this paper finds out evidences for the guidelines of on-line blended model utilizing Metaverse education platforms. (Findings) Finally, this paper proposes several policy suggestions for the implementation of the program design of pre-entrance immigrant education system shaped on-line blended model utilizing Metaverse education platforms. (Conclusion and recommendations) This paper has some practical meaning because it identifies the rationale and empirical evidence for the on-line blended model utilizing Metaverse education platforms, which is one of preemptive policy alternatives meeting the significant decrease of working age population in Korean society in spite of strict limits on budget and time spent.
