Track-association has been recognized as one of the major problems in distributed multi-sensor information fusion systems. This paper mainly discusses the track-association problem for the distributed multi-target tracking system. A novel fuzzy clustering algorithm which uses PSO algorithm and combines with Fuzzy C-means(FCM) is proposed. And then apply this algorithm in the problem of the track-association. At last, the simulation results under the three sensor environment are given. Compared with the FCM method, the result show it enhances the correct association rate efficiently in the different disturbs environment.
