The high proportion of new energy sources poses severe challenge to flexible regulation ability and safe operation of power system. Energy storage system as a flexible resource will play a more important role, so this paper proposes an energy storage planning method considering dynamic frequency constraints. The proposed model is a scenario-based two-stage stochastic MILP model. Fully considering the uncertainty of wind power, the first stage is to optimize the location and capacity of ESS; in the second stage, frequency requirement constraints are modelled to ensure frequency safety and power system operation strategies are optimized to minimize system operation cost. The model is tested on a modified IEEE39 system. Results indicates that energy storage planning considering dynamic frequency constraints can significantly ensure frequency safety of power system with high proportion of new energy sources.
