Photographs are a convenient way to collect data from a disaster, but the disadvantage is that the file size of the photo is much larger than that of the plain text, resulting in time delays, data transfers, and power consumption in mobile devices. Besides, photo covers many of the “non-essential information”. Our goal is to get the location of disaster events by using GPS location of the camera with the depth of field estimation of disaster event location to convert the photo information into text packets and then based on the network status to decide the file transfer type. When the network is in good condition and the transmission cost is low, the original image is transmitted directly. When the network status is poor or the transmission cost is high, the data and information are converted to text first so that the packet data is reduced.
