A dual-polarized broadband wide-angle scanning array antenna is designed with metasurface antennas in this work. Metasurface antenna element consists of a parasitic radiating layer, a metasurface radiating layer and a slot coupling feed structure. Dual polarization is generated by Jerusalem slot in the ground, which is excited by microstrip feeding lines. The microstrip feeding lines are orthogonal to each other and are located on both sides of the ground. Broadband characteristic is attributed to the metasurface radiation layer and the parasitic radiation layer. A linear array based on this metasurface antenna element can achieve ± 60° scanning at two polarizations, with bandwidth of 31% (VSWR
