As extreme weather is leading to more and more power outages in recent years, this paper takes meteorological factors into account to propose a reliability evaluation method for distribution systems. In this paper, sequential and non-sequential Monte Carlo simulation methods are combined together to evaluate the reliability of distribution systems, considering the effect of meteorological factors on the failure probability of distribution lines. Also, electric vehicles and photovoltaic power generations are both taken into account to improve the reliability indexes of the affected area when normal failures and disastrous failures happen. Finally, a case study is carried out on IEEE-RBTS BUS6 F4 System, and the conclusion can be drawn that, the failure probability calculated by meteorological factors is more realistic, and therefore the obtained reliability indexes are more reasonable and accurate.
