Energy security is a concern for national security, and as environmental problems have become more prominent, environmental governance policies have become more wide -ranging, and the effectiveness of curbing carbon emissions has been continuously highlighted. However, since China's environmental governance is still in its early childhood, the path of balancing environmental, energy, and economic development remains to be determined. This paper, first, measure the level of energy security using entropy TOPSIS with 30 provinces as the research sample from 2008 to 2019, and then using carbon emissions trading pilot policy as a quasi-natural experiment, looks at the effect of environmental governance policies on energy security using Lasso and multi-period DID models. and it further tests heterogeneity by region and energy security index subsample. Results indicate that the pilot carbon emissions trading strategy impairs energy security, however, this effect is not significant in the western region, which is resource-rich, and on the environmental security index. The research offers governance concepts for China's environmental governance policy development and maintenance of energy security.
