Multi-satellite mission planning problem researches on how to assign resources and time to satellites observation missions according to the limited resources of satellites' payloads, that to meet the maximum observation mission needs. In this paper, aiming at the defects of multi-satellite mission planning research before, proposed a dynamic decomposition method to transform from the point target and area target observation mission to observation meta-tasks with unified format, so as to establish the multi-satellite mission planning optimization model, and gives the specific task planning evaluation index description, then use multi-population Cooperative Parallel Evolutionary Algorithm to solve the optimization model of multi-satellite mission planning. The experimental results show that the method is feasible and efficient. This study not only for multi-satellite mission planning problem, but also has the reference significance to optimization problem in other fields.
