Current industry standard "Highway Performance Assessment Standards" in China is proposed to investigate and evaluate the highway pavement quality, including each individual index of pavement performance and its comprehensive evaluation method. However, this comprehensive evaluation method is ineffective in certain particular conditions. In this paper, a new comprehensive evaluation method is presented by using a penalty function to calculate the weight of each individual index. The weighted geometrical mean is used to formulate the comprehensive evaluation index of pavement performance. The numerical example shows that the proposed method is more effective than the corresponding method proposed in "Highway Performance Assessment Standards". It can be applied in engineering to associate management the highway pavement.Key words-individual index, comprehensive evaluation, weighted geometric mean, penalty function
