The wellness city development has been proposed in terms of medical and health policies. The autonomous urban environment construction is extremely important in making healthy communities. Since the health attitude of citizen is affected by the activities in surrounding community, the impact of health policy in wellness city should be estimated as an integration of individual health promotion results. The multi-agent simulation model is created to describe the health activities of citizen in the wellness city. The emergence process in health promotion can be observed coming from the local interaction between the individual agents. The unpredictable observation of the multi-agent model may provide the future essential policies to develop the wellness city.
